Job Purpose:

Main duties & Responsibilities:

Capacity Building, Leadership and programme development

- Provide leadership and strategic direction to the H&N team in working with the MOH to help ensure the implementation of the PHC programme in Aweil West (and to a lesser extent in Aweil North) counties; in line with GoSS Policies and Plans, Concern Global Health Framework and Health Policy and Concern Project Cycle Management process.

Provide mentoring and capacity building support to the CHD staff and especially the County Health Director in order for the MoH to take on the roles and responsibilities to deliver PHC services in their County.

- In coordination with County Health Department Aweil North and other stakeholders develop an emergency preparedness and response plan for disease outbreak and malnutrition.

Until such times as additional agencies commit to supporting health care/services in Aweil North develop a plan for an emergency minimal health intervention package on an interim basis. Monitoring and reporting
- Ensure ongoing monitoring of the programme against objectives outlined in the proposal and recognised international standards.

- With the MOH, oversee implementation of planned health and nutrition activities including community participation.

- With the MOH and other stakeholders, oversee the completion of nutrition/health surveys according to the proposal and work plan and in collaboration with nutrition coordinator and other members of the health and nutrition team and facilitate appropriate dissemination of findings.

- Prepare programme proposals for submission to donors for funding and benefits in kind.

- Prepare to a high standard, periodic written reports for Concern and for programme donors (monthly, quarterly and annual) and other reports as required.

- Qualified Nurse or MD – Third level qualification in relevant health discipline particularly Public Health.

Must have experience of training/capacity building of national staff, sound analytical skills and experience of working in stressful environments.

- Strong organisational, negotiation, interpersonal and communications skills with ability to build and lead a health team.

Merlin has been operational in eastern DRC since 1997 when it established emergency medical support to populations in Maniema Province.

Merlin teams have been providing emergency medical care to the most vulnerable, accessible populations in Maniema Province, Kasai Oriental Province, North Kivu and Orientale Province, and in response to the Goma volcanic eruption of Jan 2002.

Activities include: emergency response, primary health support and supply, secondary health support and supply, reproductive health, institutional capacity building, nutrition, wat/san, rehabilitation of health facilities.

- Merlin is the sole source of essential medical support for over 200 primary & secondary health facilities, providing health care to over 1,800,000 beneficiaries.

- In Maniema Province, Merlin is implementing a DFID (British government) funded 3 years free health care project throughout 10 health zones.

In North Kivu, Merlin implements DFID, UNICEF, OFDA and ECHO funded primary healthcare projects in Manguredjipa and Biena Health Zones, in Rutshuru Health Zone and in Birambizo Health Zone with emergency support to IDP’s within the province.

Merlin’s Goma office is a management and support office for nine field-site projects in eastern DRC.

The office handles the financial and reporting aspects of a multi-million dollar grant portfolio, the HR and administrative requirements for approximately 30 expatriates and 300 national staff, most national and all international purchasing, and in-country transportation (almost exclusively by air) of staff and material between the Goma office and field sites.

Main purpose of the role

The Logistics Coordinator (LogCo) is responsible for managing and delivering an efficient and effective logistics service across all programmes and field sites.

This includes implementing, monitoring and following-up across all logistics disciplines to ensure that Merlin’s standard policies and best practice is adhered to.

The role will provide leadership, technical support and capacity building to the international and country logistics staff in all areas of their roles.

LogCo represents logistics as an active member of the Country Management Team (CMT) and will ensure effective cross departmental interaction.

Overall Objectives (scope)

By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.

International Medical Corps has been operating in South Sudan since XX and as a member of a team implemented the SHTP I program.

International Medical Corps is seeking Project Direction (Chief of Party) candidates for an upcoming Sudan Health Transition Project – Phase 2 (SHTP –II), implemented by Management Sciences for Health, Inc.

(MSH) under the United States Agency for International Development contract. Through SHTP II, the USAID health program of assistance to the government and the people of Southern Sudan will focus on the following results:
- Expanded access/availability of high impact services and practices
- Increased Southern Sudanese capacity to deliver and manage services
- Increased knowledge of and demand for services and healthy practices

Specific duties include:
- Set the monthly, quarterly, annual and project duration strategy.
- Ensure that the strategic directions, project benchmarks, accountability and internal control standards are established and exercised.
- Ensures that the results oriented directions, targets, deliverables and standards of care are communicated and agreed with the team and in consultation with the Management Sciences for Health (MSH) country leadership and when required with the United States Agency of International Development (USAID), other partners and stakeholders.
- Ensure that project elements are conceptualized and the team members and consultants understand their roles and responsibilities and are properly trained to implement the project tasks in compliance with all the project requirements of USAID, MSH and IMC.
- Ensure that technical deliverables and monitoring and evaluations plan are designed, agreed, and match the project requirements and ensure that all the project information and benchmarks are achieved in a most transparent way and properly reported.
- Ensure that the project team and consultants are properly trained, roles and responsibilities are properly assigned and the team is able to implement the project agreed deliverables.
- Provide sound day to day leadership in recruitment, training, programmatic and fiscal operations, performance evaluation of the project and staff.
- Conduct monthly deliverables and project practices review.
- Ensure that contract, finance and grants administration functions are in full compliance with provisions of the agreement with MSH.
- Ensure that the project financial projections, expenditures and internal audit functions are in full compliance with the contract provision, MSH, IMC and the USAID requirements.
- Ensure that fiscal and program documentation processes flow.
- Ensure full coordination and collaboration is established wit the MSH team, the State, Country Ministry of Health and Primary Health Care Centers is established. Lessons learned and approaches are communicated, captured and reported.

Skills Required:
- Masters Degree, or a PhD in Public Health, Health Administration or other relevant field.
- A minimum of 10 year progressive relevant international experience.
South Sudan health program management experience preferred.
- Experience in the geographic/cultural region of the project needed.Progressive leadership in management and proven ability to lead and motivate multidisciplinary, multicultural team.
Ability to establish and ensure ongoing effective collaboration with the MSH team, ministry officials, and other MSH and USAID implementing partners.
- Proven experience setting up standards, communicating a project strategy, manage project deliverables, performance monitoring and evaluation.
