Location: Kinshasa – Democratic Republic of Congo
Contract Type: Global, C1 Open Ended
Salary:  GBP21,990 – GBP28,821 net per annum plus additional benefits

Background

The role

We require a Senior Programme Manager to lead the management and implementation of programmes in education, food security & watson and to provide leadership to a team of two Provincial Coordinators and one Food Security Advisor to ensure programme planning, fundraising, resourcing and delivery of programs in accordance with OGB procedures, donor requirements and government policies. Working with Country Leadership Team, your clear, expert advice will influence Oxfam’s thinking on the ‘one-programme approach and capacity building government in all phases of our programming. You’ll develop innovative methodologies to provide leadership on programme quality, assessment of impact and support programme implementation. As a strong company representative, you’ll respond to key external stakeholders, influencing debates on results measurement and demonstrating Oxfam’s programme effectiveness.
The Person

You will be a strong manager who can take leadership in a strategic area of organisational significance. This is a highly analytical and conceptual role, where you’ll need considerable research experience and a true passion for enhancing programme learning. Your experience should show you can develop monitoring and evaluation methodologies for aid programmes, with a focus on impact assessment methodologies, and drive these in field teams right up to management level. Technically adept, you understand humanitarian and campaigns work as well as long-development programmes. Ideally you will have experience of working in Horn and East Africa on similar issues. Finally, your training efforts and staff development initiatives are innovative and proven. You must also be able to travel from the home base regularly to support country-level work.
