Based in Dakar, Senegal but involving some travel to Mali, Niger, Nigeria, Chad,Ghana, Liberia and Sierra Leone

The purose of this position is to build local capacity and capability of all those involved in logistics and supply decisions, including partners and to provide a wide range of in-depth management and advice in order to deliver an efficient, cost effective and good quality Supply and Logistics service in the region. The role also develops and implements regional specific Supply and Logistics strategy, Policies and Procedures in line with OGB global standards and Supply and Logistics Strategy

Dimensions

   8. The role is expected to manage significant internal and external relationships, which has significant influence on the way the department and Oxfam are perceived
   9. Managing/ supervising resources within defined boundaries or specialist areas, which may include people, assets and/or budgets
  10. Influences the development of strategy and ensures and supports operational implementation
  11. Interprets and applies operational and specialist information in a variety of formats from a variety of sources.

Key Responsibilities
Management & Coordination Goals

    * Develop, understand and communicate key objectives for the region / countries including capacity indicators, standard communication and reporting formats
    * Develop, if necessary, country / location specific procedures that need to be identified in addition to the standard Oxfam GB logistics processes and procedures. Ensure that these specific procedures are clearly understood, documented and implemented
    * Working closely with the Regional Humanitarian Coordinator, ensure that Oxfam's security guidelines are adhered to across the West African Region. With the RHC, advising Regional Senior Management on security trends, issues and risks
    * To drive closely with RBSM, RHC, DRDs, CDs Country Logistics and supports country level emergency supply plans and is responsible for consolidated supply and logistics planning and response in region
    * Overall management and implementation of regional Supply / logistics policy ensuring that authority and procedures are adhered to and followed, to promote and integrate best practice into the Region / Country programmes
    * To liase and work closely with the Oxford logistics team in all aspects of logistics programme support. Participating in the elaboration of the global Oxfam's logistics strategy, inputting the regional specifications.

Strategic responsibility and Communication

    * Development, authorization and implementation of strategic logistics plans so as to secure effective communication and logistics support is delivered to all level of Programs across the Region
    * The facilitation of ongoing communication both structured and unstructured will be critical to the success of this role. The logistics coordinator will need to clearly articulate risks, issues, and success and share them with the appropriate audience
    * To receive and consolidate regional logistics activity reports on a monthly basis and communicates these reports to the RMT, CDs and the Oxford logistics team
    * Effective communication with all relevant support functions (Finance, Systems, HR, Admin. etc) on any issues relating to logistics and the associated processes involved (requisitioning, payment, supplier contracts, etc.). This information should be communicated along the appropriate lines in a clear, concise & timely manner
    * Effective communication with Programme / Project staff on any issues relating to logistics and the associated (planning) processes involved
    * Participation in dialogue and relationship development with other agencies and sector experts on supply / logistics chain related issues and learning
    * Involvement in the creation of logistics preparedness plans within the region, country, and field locations. This should incorporate capacity development of all logistics staff, understanding of the current skills and capabilities in the field, and clear supplier relationships and product availability for emergency response needs
    * Work with Programme managers, Logistics staff and HR to foster the ongoing recruitment of capable resources with the country. This will also include aiding in the preparation and induction of new personnel and identifying possible training needs through initial meeting and assessment
    * Providing support on the regional and international purchasing processes and procedures, including (regional) supplier development and compliance with OGB and relevant Donor policies
    * Training and support so that all Logistics staff are knowledgeable and competent in order to participate in project planning process, supply chain process and inventory & asset / fleet management
    * To regularly carry out such field visits as are necessary to ensure continued for the strengths and weaknesses of country logistics operations in order to be able to establish the needs for future training, development etc
    * To lead the implementation of the ILPPM - HELIOS business plans and to ensure adequate training & technical support provided throughout the region, using support from OLT / HELIOS Team
    * To consolidate Oxfam carbon foot print in the region.


Skills and Competence


Technical competencies


    * Extensive experience in Supply & Logistics management and in-depth knowledge of supply chain management and best practice
    * Proven management experience of teams, aiming at sector specific capacity building through motivating, developing, and supporting others
    * Experience with Donor specific requirements and accountability related to Supply & Logistics
    * Ability to integrate and work in participatory manner with other departments to assess needs, implement and monitor Supply & Logistics activities
    * Risk analysis and management of assets and equipment
    * Technical problem solving relating to all aspects of Supply & Logistics including project supply planning, procurement, warehousing, distribution, transportation and fleet management, legal compliance and reporting.

Qualification and Experience


    * Advanced education in Supply & Logistics management or comparable business studies (can be waived for experience based knowledge)
    * Minimum five years of senior level logistics or coordination work experience
    * Strong sector specific assessment, analytical, and planning skills
    * Extensive experience in Supply & Logistics strategy covering logistics planning, procurement practices, supplier & contract management skills, warehousing, transportation, fleet management and management of field logistics operations
    * Experience of having led or coordinated inter-agency sector specific initiatives
    * Experience in handling security coordination and management
    * Working knowledge and practical application of Humanitarian sector principles, standards / codes (Sphere, Red Cross code of conduct, etc..)
    * Flexibility for frequent travel and work in hard conditions
    * Good IT skills, strong knowledge of MS Office
    * Fluent communication skills in English and French.
