Nigeria Extractive Industries Transparency Initiative (NEITI) is the Nigerian sub-set of the global Extractive Industries Transparency Initiative (EITI) that aims to improve transparency in transactions between governments and companies operating in the extractive industry sector. In a bid to strengthen NEITI’s Technical capacity and provide direction for the Technical Department, NEITI requires the services of highly motivated expert to fill the position of the Director Technical.
Job Title: Director Technical
The Director Technical will be required to:
- Develop operational policies and procedures in line with industry practice that will guide and facilitate the review of the annual industry audit reports.
- Provide expertise, leadership and technical support as regards to the core function of the Extractive Industries sector’s annual audit being managed and initiated by the secretariat.
- Design, develop and monitor the implementation of a technical, capacity building strategy that will facilitate the building of the technical competence of in-house skill and other relevant stakeholders in understanding and interpreting key issues identified and or highlighted by the annual audits conducted by the secretariat.
- Conduct periodic technical systems assessment and review of activities to evaluate the quality and consistency of the annual audit reports submitted to the secretariat to provide second opinion and ensure accuracy of the reports
- Design, Develop and implement a framework for tracking allocation, disbursement and application of revenues from the extractive sector.
- Develop strategies for monitoring accountability, transparency and due process in the revenue flow of the extractive industry.
- Guide, supervise, coordinate and oversee all the activities of the Department and ensure adequate utilization of human, material and other resources.
- Develop and monitor implementation of adequate documentation and training of the department’s staff.
- Define overall operational plan for the management of the day-to-day technical related issues or the organization.
- Manage cross-functional relationships with other departments and units.
Educational Qualification
Candidates should possess Bachelor’s degree in Geology, Engineering, Economics, Accountancy, Petroleum Engineering, Chemical Engineering, Metallurgical Engineering or Petroleum Economics. Also, Master’s degree in Petroleum Engineering, Metallurgical Engineering, Chemical Engineering, Petroleum Economics, Geosciences or any other field directly related to extractive industry operations is required. Additional professional qualification in Public Finance or Accounting will be an additional advantage.
Experiences
Candidates should also posses at least 15 years post-qualification, relevant experience, 5 of which should be at top management Level in extractive industry operations or Public Finance.
The candidate should have in-depth experience and knowledge of the reform initiatives/ Governance in the extractive industries sector. Specific knowledge required for the position include Public financial Management, Good Corporate Governance Principles, Intricacies of Extractive Industries Operations and Regulation, Auditing of Extractive Industries, Strategic plan development and implementation, Employee Performance Management, Change Management, Project Management etc

Nigerian Army Recruitment 2011: Graduates

NIGERIAN ARMY RECRUITMENT 2011 (DIRECT SHORT SERVICE COMMISSION)
1. Applications are invited from suitably qualified Nigerians for commission into the Nigerian Army (NA) as Direct Short Service Commission (DSSC) officers for the following NA specialties.
CORPS AND SERVICES
2. Applications should be into any of the following Corps and Services of the NA:
a. MEDICAL CORPS.
(1) Medical Specialists. Applicants must possess MBBS degree or its equivalent and Post Graduate/Special qualifications. Preference will be given to Obstetricians and Gynaecologists, ENT Surgeons, Radiologist, Pediatricians, General Surgeons, Psychiatrists and Anesthetists.
(2) Medical Doctors. Candidates must possess MBBS or MBCHB degree registrable with Nigerian Medical and Dental Council.
(3) Dental Surgeons. Candidates must possess BDS degree registrable with Nigerian Medical and Dental Council.
(4) Pharmacists. Applicants must possess at least BSc Pharm/B Pharm and must be a member of the Pharmaceutical Society of Nigeria.
(5) Physiotherapists. Applicants must possess BSc/B Physiotherapy and must be a member of the Institute of the Nigeria Society of Physiotherapy.
(6) Medical Laboratory Scientists. Applicants must possess BSc or HND in Medical Laboratory Science and must be registered with the Institute of Medical Laboratory Science and Technology of Nigeria.
(7) Medical Image Scientists. Applicants must possess BSc in Radiography and must be registered with the appropriate professional body.
( 8 ) Clinical Psychologists. Applicants must possess MSc in Psychology and must be a registered Clinical Psychologist.
(9) Dieticians. Applicants must possess BSc Dietetics.
(10) Nursing Officers. Applicants must be registered Nurses. Applicants with BSc Nursing or other specialization will have added advantage.
(11) Bio-Medical Engineers. Applicants must possess BSc or HND in Bio-Medical Engineering and must be registered with the appropriate professional body.
(12) Optometrists. Applicants must possess BSc or HND in Optometry and must be registered with the appropriate professional body.
(13) Occupational Therapists. Applicants must possess BSc or HND in Occupational Therapy and must be registered with the appropriate professional body.
B. DIRECTORATES OF CHAPLAIN SERVICES/ISLAMIC AFFAIRS.
Christian applicants must be ordained priests with BA in Theology while Muslim applicants must possess BA in Arabic and Islamic Studies or Shariah Law. Each applicant will be required to produce testimony of excellent character by a reputable religious organization in Nigeria.
C.Education Corps. Applicants must possess BA, BSc or B.Ed degree in Mathematics, English, French, Arabic, Biology, Chemistry, Physics, Computer Science or Introductory Technology.
D.Directorate of Legal Services. Applicants must possess LLB and BL and must have been called to the Bar, legal experience/court appearance will be an added advantage.
E.Band Corps. Applicants must possess HND, BSc or equivalent in Music with L.R.A.M and A.R.C.M.
F.Electrical and Mechanical Engineers Corps. Applicants must possess a minimum of first degree or HND in Electrical, Mechanical, Avionics or Production Engineering registrable with NSE and Council for the Regulation of Engineering in Nigeria (COREN).
G.Engineers Corps. Applicants must possess HND, BSc or MSc degree in Architecture, Quantity/Estate/Land Surveying, Building/Structural Engineering, Geographic Information Systems or Cartography.
H.Supply and Transport Corps. Applicants must possess HND or BSc in Catering and Hotel Management. A good working experience will be an added advantage.
I.Directorate of Army Physical Training. Applicants must possess HND, BSc in Physical and Health Education.
ENTRY REQUIREMENTS
An applicant must fulfill the following:
a. Be a Nigerian as defined in the Constitution of the Federal Republic of Nigeria.
b. Be male or female between the ages of 22 to 35 years for both serving personnel and civilians.
c. Be medically and physically fit.
d. Measure not less than 1.68m (for male) and 1.65m (for female) in height.
e. Must not have been convicted by any court of law.
f. Possess a minimum of first degree of not less than Second Class Lower Division from a recognized University or HND from a recognized Polytechnic of not less than Lower Credit.
g. Applicants (less serving members of the Armed Forces) must have completed the NYSC Scheme or provide proof of exemption as the case may be.
h. Graduates with registrable professional qualifications must be duly registered by relevant bodies recognized by Nigerian Laws at the commencement of cadet training.
i. Possess valid birth certificate endorsed by the National Population Commission, Hospital or Local Government Council of birth or valid age declaration.
j. Possess a valid certificate of state of origin.
k. Recommended by at least two recognizable referees who must attest to the applicant’s character and integrity. Serving military personnel must be recommended by their commanders.
CONDITIONS OF SERVICE
Direct Short Service Commission will be granted for 10 years, for an initial probation period of 3 years service, renewable yearly for another period of 7 years. Direct Regular Commission may be granted on conversion after 3 years as commissioned officer.
All selected candidates will be required to undergo an initial military training.
Officer cadets who successfully complete the military training shall be granted the rank of Lieutenant with no advantage of seniority except fully registered Medical Doctors, Architects, Lawyers and holders of doctorate degree in fields relevant to individual service who will be commissioned in the same rank but with 3 months seniority.

Nigerian Airforce Recruitment Exercise 2011 For SSCE/GCE/NECO/NCE/OND Applicants
GENERAL INSTRUCTIONS
Nationality: Applicant must be of Nigerian origin.
Age: Applicants must be between the ages of 17 and 22 years for non-tradesmen/women, 17 and 24 years for tradesmen/women by 31 December 2011.
Marital Status: All applicants must be single.
Height:
Minimum height is 1.68 meters or 5.5ft for males and 1.65m or 5.4ft for females.
Medical Fitness:
All applicants must be medically fit and meet the Nigerian Air Force medical and employment standards.
Applicants with HND or First Degrees/Post-Graduate Certificates, University Diplomas and Grade II Teacher’s certificates will not be considered for recruitment as airmen/airwomen into the Nigerian Air Force.
Applicant’s attestation form must be signed by a military officer from the same state as the applicant and not below the rank of Squadron Leader or equivalent in the Nigerian Army and the Nigerian Navy, and Police Officer of the rank of Assistant CP and above. Local Government Chairmen/Secretaries, magistrates and principals of government Secondary Schools from applicants’ state of origin can also sign the attestation forms. In addition, applicants are to bring with them a letter of attestation of good character from any of the officers above to the Zonal Recruitment Centers and final selection interview.
Educational Qualification.
Non-Trade

Applicants must possess a minimum of 5 credits including Mathematics and English Language at not more than 2 sittings obtained not later than 4 years to this exercise. In addition, all applicants are also required to possess their school’s testimonials.
Tradesmen/women
Applicants must satisfy the requirements stated for Non-Trade above. Registration with relevant professional bodies in the related field and demonstrable evidence of computer literacy are mandatory.
DUTIES
The Director-General/Chief Executive is responsible to the Governing Board of the Institute and will perform the following duties:

* Provision of leadership in research and consultancy in building, road and engineering materials;
* Liaison with national and international organizations and institutions in the area of Research and Development;
* Aggressive commercialization of research findings; and

1. The Nigerian Army invites applications from able bodied and qualified Nigerians for the grant of Short Service Combatant Commission (SSC) as officers into the Nigerian Army. The Short Service Combatant Commission offers an excellent opportunity to young Nigerians who want to have an experience in the Nigerian Army without necessarily having to spend their entire career life in it. The SSC is open to civilians or serving military personnel who must be male by gender.
REQUIREMENT
2. All civilians or serving personnel must satisfy the following conditions:
a. Be a Nigerian as defined in the constitution of the Federal Republic of Nigeria.
b. Be a male between the age of 24 – 29 years.
c. Possess at least a BA, BSc or HND of not less than 2nd class lower (2.2) or equivalent in the arts, sciences or humanities from any recognized institution.
d. Measure at least 1.66m in height.
e. Be medically and physically fit.
f. Possess NYSC discharge certificate or a valid exemption as the case may be.
g. Possess valid birth certificate endorsed by the National Population Commission, hospital or local government council of birth or valid age declaration.
h. Possess a valid certificate of state of origin.
i. Must not have been convicted by any competent court of law on any criminal grounds.
j. Recommended by at least two recognizable referee who must attest to the applicant’s character and integrity.
Serving military personnel must be recommended by their commanding officers.
CONDITIONS OF SERVICE
3. SSC will be granted for 10 years. Six years will be on active list renewable thereafter for a period up to 3 years. No extension is admitted after the ninth year of commission except on conversion to regular combatant where applicable.
a. Officer cadets who successfully complete the military training shall be granted the rank of Second Lieutenant.
b. Conversion to regular commission is not automatic. It is based on availability of vacancy and other criteria that are or will be in force from time to time.
c. All graduating officer cadets must sign an acceptance of the terms and conditions governing the Short Service Combatant Commission before they are granted commission into the Nigerian Army.
d. The reckonable period of service will be based on the date of commencement of cadet training of both civilian and military personnel entrants.

b. Be between the ages of 22 to 35 years for both serving personnel and civilians.
c. Be medically and physically fit.
d. Measure not less than 1.66m (for male) and 1.63m (for female) in height.
e. Must not have been convicted by any court of Law.
f. Possess a minimum of first degree from a recognized University or HND from a recognized Polytechnic.
g. Applicants (less serving soldiers) must have completed the NYSC Scheme or provide proof of exemption as the case may be.
h. Graduates with registrable professional qualifications must be duly registered by relevant bodies recognized by Nigerian Laws at the commencement of cadet training.
i. Possess valid birth certificate endorsed by the National Population Commission, Hospital or Local Government Council of birth or valid age declaration.
j. Possess a valid certificate of state of origin.
k. Recommended by at least one recognizable referee who must attest to the applicant’s character and integrity. Serving military personnel must be recommended by their commanders.

3. Direct Short Service commission will be granted for 10 years, for an initial probation period of 3 years service, renewable yearly for another period of 7 years. Direct Regular Commission may be granted on conversion after 3 years as commissioned officer.
4. All selected candidates will be required to undergo an initial military training at the Infantry Corps Centre Jaji or Nigerian Defence Academy Kaduna.
5. Officer cadets who successfully complete the military training shall be granted the rank of Lieutenant with no advantage of seniority except fully registered Medical Doctors, Architects, Lawyers and holders of doctorate degree in fields relevant to individual service who will be commissioned in the same rank but with 3 months seniority.

Responsibilities
Manage the services provided by the internet calc end-to-end. Customer service.
• Administration of workstations
• Billing and making necessary accounts.
• Periodic reporting on the activities of the cyber cafe on a quarterly and annual basis,
• Maintenance of all PC’S and the network in the cyber cafe.
• Provision of lT advice ISUpp0l1 to internal office staff on an ad-hoc basis.
