Under the supervision of the procurement specialist, the Procurement Assistant assists in the procurement of goods and services.

Duties and responsibilities

  • Assist the procurement specialist to prepare solicitation documents (Request for Quotation, Invitation to Bid or Request for Proposal as appropriate) for issuance to the pre-selected potential suppliers;
  • Assist the procurement specialist to prepare abstracts of bids and compiles data contained in quotations, proposals and bids to determine which supplier can deliver the required goods/services at the best terms and lowest costs possible with due consideration to quality, delivery time, prompt payment and other discounts, transportation costs;
  • Assist the procurement specialist to prepare and publish notices for expressions of interest for consultancy services and specific invitations to tender for works and supplies;
  • Regularly update the procurement plan and the plan for the selection of consultants in collaboration with project managers;
  • Participate in preparing the tender document (TD) for the works and supplies and the request for proposals (RP) for consultancy services according to the Banks standard models and receive the necessary approvals for the documents;
  • Bring Assistance for open and updates the register of contracts;
  • Monitor with the help of appropriate indices, all contracts entered into under projects;
  • Establish a database on the performance of suppliers, contractors and consultants and regularly update the database;
  • Perform any other tasks related to his duties that may be assigned to him by the Procurement Specialist.

Qualifications/Experience/Skills

  • Ordinary National Diploma in Economics, Finance, Social Sciences or Management;
  • At least two (5) years experience in procurement, preferably with experience in procurement procedures of development partners;
  • Have extensive experience in the procurement of goods, services and works;
  • Excellent command of Microsoft Office tools such as Word, Excel, PowerPoint, and Access as well as Windows and ICT.

Age

Candidates must not be over fifty (50) years of age at the point of recruitment and must be a citizen of one of the ECOWAS member states.

Languages

Must be fluent in one of the official languages of ECOWAS: English, French and Portuguese. A working knowledge of second official language would be an advantage.
