Following the restructuring of the ECOWAS Commission from an Executive Secretariat in 2006, the number of Directorates was increased from 16 to 25. A Directorate in ECOWAS Community Institutions is a subset of Departments headed by Commissioners. Directorates are headed by Directors.

Directors are responsible within the Commission for providing the technical expertise in particular technical areas for the design and implementation of technical projects within the region in line with ECOWAS objectives.

Directors in ECOWAS provide leadership and management to major sector(s) of technical activities which are substantively important to the accomplishment of the Institution’s mandate. They are responsible for interpreting governing bodies’, the President’s and the Commissioner’s broad visions and policy guidelines, and for developing and managing goals and objectives to meet that mandate. D1 positions typically supervise 10 or more professionals some of who may be Division Chiefs at the P5 level and thus supervise other professional staff.

Duties and responsibilities
Leadership Tasks

Directors report directly to respective Commissioners who head Departments. As the principle link between the Directorate and the wider beyond, the Director is responsible to:

■Clearly communicate the President’s and Commissioner’s vision to staff, explain how the Directorate’s activities aligns with them and how the Director expects the Directorate to carry-out set tasks on it.

■Stay on top of fast-moving technical, political, social or economic changes.

■Remain in frequent contact with the other Directors in the Institution to ensure that the work is harmonized with that of other Directorates as needed.

■Maintain a network of peer technical specialists and decision-makers in Member States, needed to ensure the smooth introduction of ECOWAS programmes.
Managerial Tasks

The Director will supervise staff of the Directorate including Professional and General staff. He or she will utilize a range of transactional managerial skills to ensure that staff of the Directorate performs efficiently and effectively, and that they deliver the regular outputs needed at sufficient quality and in a timely manner.

Managerial tasks will include:

■Plan annual goals, objectives, activities and budget tied to the Commission’s overall plans; measure and monitor goal achievement; negotiate suitable adjustments to goals and budgets;

■Implement performance-based budgeting within the Directorate;

■Organize the Directorate in an efficient way with clear reporting lines, minimal bureaucracy and optimal delegation of responsibilities and authority;

■Work with the relevant Directorate to ensure efficient and effective services such as recruitment, action on performance decisions, promotions and related matters;

■Set standards of work and creating mechanisms to monitor staff output and ensure that standards are maintained and deadlines met without compromising quality of work;

■Manage the system of setting individual performance planning and standards through available Performance Planning and Evaluation systems;

■Provide regular and prompt performance feedback to direct reports;

■Actively engaged in the development of staff to ensure skills are built to match plans, goals and existing structures;

■Create productive working atmosphere within the Directorate to encourages staff participation.
Use of Personal Expertise

While the Director will have a staff of skilled professionals to draw upon, he or she may at times be called upon to apply his or her personal expertise directly in the relevant technical field in any of the following ways:

■Direct technical guidance on programme design or implementation in an area where he or she has high-level technical expertise;

■Represent ECOWAS in professional meetings or working groups; make speeches, negotiate agreements, mediate disputes;

■Lead or participate in technical missions to develop projects and programmes;

■Advise President, Vice President and Commissioner on issues relating to his or her area of technical expertise;

■Work with the relevant specialized Parliamentary Committee on regional legislation, as needed
Technical Tasks

■Develops and puts into place effective machinery for the management and delivery of all protocol services of the Commission.

■Develop and puts into place effective machinery for the management and delivery of all conference services of the Commission.

■Develop and implement a service delivery mechanism of management for the department.

■In consultation with other directors of the Commission, develop machinery for ensuring that all their concerns in relation to the conference and protocol services are addressed in an effective manner.

■Develops and implements innovative approaches, policies and procedures for the effective and efficient management of the department.

■Provides leadership within the department, develop and implement mechanisms of enhance strategies, policies and guidelines

■Advises the commission on all issues pertaining to conference and protocol.

■Pool resources with other directors of the Commission to support their efforts at organizational change and render it as efficient as possible.

Qualifications/Experience/Skills
EDUCATIONAL QUALIFICATION

■A Masters degree (or equivalent) in the Humanities, Arts, the Social Sciences or related field.
EXPERIENCE

■Minimum of 12 years progressively responsible and relevant work experience

■Minimum of 5 years work experience managing others, preferably in a supervisory capacity within an international organization;

■Experience in coordinating language services

■Management and coordination of meeting logistics and Diplomatic Protocols

■Experience in organizing, planning and managing larger diplomatic & International Conferences

■Ability to chair meetings efficiently and effectively;

■Good communication skills for influencing groups of peers and stakeholders outside the organization (public speaking, writing, persuasiveness, credibility, negotiation, problem-solving)

Ecowas Commission: International Expert in Certification(Hot Job)

The West Africa Quality Programme is a programme of the ECOWAS Commission, funded by the European Union and implemented by UNIDO. UNIDO has in Abuja (Nigeria) a Regional Support Unit
(RSU) for the Programme. The RSU envisages the recruitment of one international expert in certification. This position is for the duration of one (1) year, with possible extension.

Within the Regional Support Unit (RSU) of the Programme, based in Abuja (Nigeria), the international expert in certification will be in charge of the coordination and the implementation of activities related to the set-up and/or strengthening of national and regional product certification systems as well as to the support to be given to pilot enterprises to achieve systems certification.

Duties and responsibilities

Under the overall supervision of the project manager of UNIDO at the HQs in Vienna, the International expert in certification will be member of the Regional Support Unit (RSU) of Component 2 of the West Africa Quality Programme for the ECOWAS (non-UEMOA) countries and Mauritania. This team comprises four (4) members and is managed by a Chief Technical Advisor (CTA).

Under the supervision of the CTA, the International expert in certification will be responsible for efficient Programme execution in the area of certification by implementing good project management practices, and bringing his technical knowledge, namely in this area. Qualifications/Experience/Skills

    * Advanced university degree in Science, Engineering, Economics or equivalent.

    * At least 10 years experience in the practical implementation of a quality system (ISO 9001, ISO 14001, ISO 22000) within enterprises and of a national product certification system.

    * Good experience in organization and project management is an asset.

    * Experience in African countries, namely from West Africa, is an asset.

Languages

Fluent in French or English and working knowledge of the other language.

The External Relations Directorate establishes appropriate cooperation links at the national, regional and international levels by creating synergies for integrated, coordinated and effective implementation of ECOWAS integration and development programmes.

This mandate revolves around two strategic directions:

  • Consolidation of sustainable and appropriate links with Member States, particularly through the National Units, the Permanent Representatives in Abuja and the Special Representatives, with a view to mobilizing all human, material and financial resources necessary for the implementation of Community programmes;
  • Promotion of partnerships and consolidation of synergies with development partners through a forward-looking resource mobilization and utilization policy intended to underpin the implementation of such programmes.

Duties and responsibilities

  • The incumbent shall work in the Pool Fund under the supervision of the Head of Division of Resource Mobilisation and Coordination;
  • He/She shall liaise between the ECOWAS Technical Departments/Directorates and development partners under the supervision of the Head of Division of Resource Mobilisation and Coordination;
  • In specific terms, the Programme Officer shall ensure the timely production of technical and financial documents of projects/programmes (costs, reports, plans, budgets, etc);
  • He/She shall ensure a regular monitoring of reports;
  • He/She shall participate in the technical meetings of projects/programmes (identification, negotiations, monitoring/evaluation, procurements, etc);
  • He/She shall monitor the process of implementation of activities of the pool fund (programming, procurements, disbursements, etc);

  • Experience in the procedures of development partners and/or international organisations will be an added advantage;

Duties and responsibilities

  • Assist the procurement specialist to prepare solicitation documents (Request for Quotation, Invitation to Bid or Request for Proposal as appropriate) for issuance to the pre-selected potential suppliers;
  • Assist the procurement specialist to prepare abstracts of bids and compiles data contained in quotations, proposals and bids to determine which supplier can deliver the required goods/services at the best terms and lowest costs possible with due consideration to quality, delivery time, prompt payment and other discounts, transportation costs;

1. BACKGROUND INFORMATION
The promotion of entrepreneurship, innovation and inventiveness, particularly
through Small and Medium Enterprises (SMEs), in developing mixed market
economies like ours has been accepted as a basic component in the overall
strategy for attaining higher levels of resource employment, poverty alleviation
and development. Indeed, the experiences of developed countries like the United

States, France, the United Kingdom, etc; ‘emerging market economies’ like China
and the Asian countries which adopted the private enterprise model have
confirmed the effectiveness of this strategy. Contemporary international
phenomena like globalization and liberalization, NEPAD and the Millennium
Development Goals, the Fight against Poverty, and the envisaged Economic
Partnership Agreement (EPA) with the European Union, etc have further
underscored the need to emphasize entrepreneurship and innovation in all forms.
Within the context of regional integration, this strategy can also promote regional
competitiveness and a balanced integration into the global economy.
Strong partnership between government and the private sector in our economy
can create the enabling investment climate and a capitalist class, which can
compliment and provide synergies to government initiatives. This partnership has
become urgent now because of the increasing insufficiency of public funds
available for development due to shrinking revenue bases and donor fatigue (now
donors give more prominence to projects/programmes having a higher
sustainability index. Besides, the growing complexities of contemporary societal
development and the challenges of daily subsistence for the population can be
better managed in partnership with all stakeholders, especially the private sector
by laying more emphasis on technology and adaptation of concepts, creativity and
innovation.
Unfortunately, until very recent times, the promotion of entrepreneurship and
innovation has not been given sufficient attention by development actors in the
ECOWAS region.
Existing entrepreneurs including outstanding ones and facilitators are not
celebrated nor adequately engaged as change agents in our economy, while new
and potential ones are not even recognized let alone nurtured. The end result is
regional economies that are over politicized and with lopsided development as
proven and ambitious entrepreneurs abandon business and seek vent in politics
to showcase themselves and their contributions to development, while the
growth of new and potential entrepreneurs and innovators are either stultified or
stifled outright. This scenario thus perpetuates the vicious circle of poverty in our
region and the EPSA Program has been initiated to contribute to the reversal of
this scenario.
The ECOWAS Commission (through the Private Sector Directorate) is the lead
agent for the EPSAP. Each year, a number of Champions ‐ EPSA Patrons ‐ will be
appointed to promote the years’ program across the region and beyond, with the
support of a lead regional marketing agent. Other partners will include Members
States, business groups/associations, NGOs and development partners.

2. OBJECTIVE
The EPSA seeks to strengthen and celebrate private enterprise and innovation to
grow the population of entrepreneurs and enhance the capacity of the private
sector to partner with the other sectors and fulfill its role as the engine of growth.
The program covers all potential and existing business operators and operations
including primary, secondary and tertiary levels. Supporting institutions like
government agencies, business development and financial institutions are also
covered.
3. PURPOSE
The Specific purposes of the EPSAP include the following:
3.1. Stimulate and promote outstanding business activities, proposals and
innovations ‐ Entrepreneurship ‐ with clear and significant impact on
poverty alleviation and employment generation in two or more
Member States;
3.2. Celebrate the promoter(s) of outstanding business activities, proposals and
innovations with clear and significant impact on poverty alleviation in
two or more Member States, and raise the status of entrepreneurs and
innovators;
3.3. Enhance relations between innovators and business to facilitate the
commercialization of innovations;
3.4. Eliminate psychological, physical, institutional and other such barriers
against innovative tendencies and entrepreneurship and promote the
culture of free enterprise and innovation in the region;
3.5. Contribute to the proliferation of sustainable business enterprises and
marketable innovations in Member States;
3.6. Encourage national and regional structures including private sector
institutions and NGOs to engage in the promotion of entrepreneurship and
innovation.
4. CATEGORIES OF AWARDS AND PRIZES
4.1. The awards will be in three categories ‐ Outstanding Service,
Project/innovation and ECOWAS President’s award.

4.1.1. Outstanding Service Award:
This award will go to celebrate practicing business people, institutions or business
promoters (institutions/persons) who have consistently over a period not less
than 10 years (or not more that 5 years in the case of young entrepreneurs) made

business, creation of employment/wealth and reducing poverty in two or more

ECOWAS Member States and their expected development, particularly in
relation to the realization of the ECOWAS Monetary Cooperation

informed policy decisions will be made, while also taking cognizance of the

VACANCY ANNOUNCEMENT RECRUITMENT OF TWO MACROECONOMIC CONSULTANTS
BACKGROUND
Within the framework of the 9th European Development Fund (EDF), ECOWAS Commission and European Commission agreed, in accordance with 2000 Cotonou Agreement, which was revised in 2005 (article 29), on areas of cooperation including regional economic integration.
In order to enhance the capacities of ECOWAS Commission and improve the macroeconomic
policy supervision of the ECOWAS Member States, the 9th EDF envisages recruitment of two macroeconomic consultants to support the implementation of the programme on multilateral surveillance.
In effect, the implementation of multilateral surveillance is essential for the evaluation of the economic performance of the ECOWAS Member States and particularly the implementation of the roadmap for the creation of the ECOWAS single currency adopted by the ECOWAS Convergence Council in May 2009. The establishment of a monetary union is one of the essential components of the regional integration process.
Hence, given the need to accelerate the regional integration process to address the different crises and guaratee the economic development of the region, ECOWAS Commission wishes to recruit two macroeconomic consultants who are experts in economic policy formulation and have a mastery of the multilateral surveillance mechanism..

OBJECTIVE OF THE CONSULTANCY
The main objective of the consultancy is to improve the economic supervision of the Member States by reinforcing good public finance management and ensuring the creation of the ECOWAS single currency.

The specific objectives of the consultancy will be to:
i. support activities of the Multilateral Surveillance Directorate and the WAMA‐ECOWA S Joint Secretariat;
ii. design technical and financial proposals and implement operational plans of projects with partners of the Commission; and

The macroeconomist will be based at the headquarters of the ECOWAS Commission. The
successful candidate will work under direct supervision of the Director of Multilateral
Surveillance.
Tasks
The macroeconomist will be responsible, within the framework of the 9th EDF, for the follow‐up
on activities of the ECOWAS‐WAMA Joint secretariat, and will more specifically:
• ensure planning and implementation of project activities;
• collect, analyze and collate national reports of the National Coordinating Committee on
multilateral surveillance;
• draw up bi‐annual implementation reports of multilateral surveillance;

Qualifications/Experience
• Should hold a Master’s degree in Economics with at least 8 years post‐qualification
experience, of which five (5) were at management level in the areas of executing
multilateral surveillance missions.
• Proven working experience in public finance and formulation of economic policies.
• Proven experience in drawing up a multilateral surveillance report.
• Proven experience in the use of tools for forecasting and macroeconomic analysis.
• Should not be more than fifty (50) years of age by the date of recruitment.
Skills
• Leadership and managerial skills, and ability to develop harmony and efficiency in the
work environment.
• Ability to develop and sustain an efficient relationship with senior officials of public
administration of member states as well as those affiliated with regional Institutions for
Integration.

• Proficiency in the use of computer application software including statistics software.
• Fluency in one of the three ECOWAS official languages. Good knowledge of a second

Period of Assignment and Remuneration
The duration of the contract shall be for one year renewable, subject to good performance. The
consultant will be appointed as soon as possible. The Remuneration is highly competitive, based on P5
category in ECOWAS Commission. Funding for this position is being provided by the European Union.

RECRUITMENT OF A CONSULTANT IN COMMUNICATION
BACKGROUND
In the framework of the 9th EDF, the ECOWAS Commission and European Commission have
agreed on areas of cooperation that are mainly regional economic integration, in accordance with 2000 Cotonou Agreement, which was revised in 2005 (article 29) and the facilitation of the regional transport.

During the last Steering Committee of the Regional Indicative Programme, it was outlined that communication between the two commissions ECOWAS/UEMOA and, especially between stakeholders are penalizing factors. To resolve these problems, the European Commission showed her availability to support the ECOWAS Commission, notably, while contracting with resource persons useful to accelerate the information circulation.
Besides, the important efforts deployed in the cooperation framework between ECOWAS
Commission and the E.U. lack of visibility, which constitutes a constraint to deepen relations between the two parties. The example of the Economic Partnership Agreement (EPA) illustrates well this issue. Ignorance of the importance of European Union in the financing of development
of the region and especially the content of the projects in the RIP 9th EDF did not contribute to appease the framework of negotiations of the EPA.
In order to take into account the recommendations of the Enlarged Steering Committee of the Regional Indicative Program (RIP) and especially to allow a bigger visibility of the RIP 9th EDF projects, the ECOWAS Commission recruits a consultant, who is an expert in communication.
OBJECTIVE OF THE MISSION
The objective of this consultation is to improve the communication and the visibility of external partners’ projects, notably European Union, while proposing a communication plan taking into
account the aforementioned preoccupations.
The objectives to be followed by this consultation are to:
i. Support activities of the Communication Directorate;
ii. Propose and implement a communication plan on the projects of the technical and
financial partners of the Commission;
iii. Create a communication platform between the parties involved in the projects and
programmes for execution by the Commission;
iv. Produce communication tools to make more visible the activities of the RIP 9th EDF.
TASKS OF THE CONSULTANT
The following tasks are assigned to the consultant:
• Create a network between the different parties involved in the program in view of
facilitating the communication between them,
• Produce communication tools on a regular basis to facilitate circulation of information,
• Take action to broadcast ECOWAS information in view of a better visibility of the RIP
and projects of external partners,
• Contribute to updating the site on the part relating to the activities of development
partners and especially E.U.,
• Contribute to implementation of the Communication Directorate work plan.
ORGANIZATION OF THE WORK
The consultant will report to the Director of Communication. He will support the directorate in
accordance with the described tasks but will have to interact with the stakeholders involved in
elaboration, implementation, execution and evaluation of projects of the RIP 9th EDF and of
those of the other development partners.
QUALIFICATION OF THE CONSULTANT
The Consultant must:
• be a holder of master’s degree in communication or of a journalism degree,
• have at least 10 years experience in the institutional communication sector, of which at
least three years to a Director’s position,
• have a good knowledge of the media (TV, radio, or in a written press) of the sub region,
• have a good writing skills
• have good oral communication skills,
• have a good knowledge of development and integration issues and of political,
economic and social environment of the region,
• have a good knowledge of international relations,
• have a strong knowledge of TIC,
• have a good knowledge of, at least, two of the three official languages of ECOWAS.

ECOWAS COMMISSION: WEBMASTER


BACKGROUND
The Heads of States adopted in June 2007, at the 32nd summit of ECOWAS a new approach to integration, known as “Vision 2020″.
The Vision aims at a transformation, by the year 2020, from an “ECOWAS of States” into an “ECOWAS
of peoples”. This new vision calls for a more participatory, more democratic and more efficient process of regional integration, in which all sectors and all stakeholders – state and non-state – of all Member States will effectively take
part.
It is in this context that the Heads of State directed the ECOWAS Commission to design an integrated regional
development program, called the “Community Development Program” with the view to implementing Vision 2020.
The ECOWAS Commission retained a strategic orientation and institutional framework around which the CDP should
be developed. Regarding the institutional framework, the establishment of a Coordinator’s Office was proposed to serve
as the linchpin for the development of the CDP. As such, a Coordinator was recruited in January 2009 to head the
Office. It is expected that the capacity of the Office will be built to make it more operational and efficient in
accomplishing the tasks it has been assigned.
In fact, the CDP should serve as a reference platform for ensuring coherence of ongoing and future development
programs within the ECOWAS region. Also, given the participatory approach advocated, the development process of
the CDP enjoys the involvement of numerous stakeholders whose contributions need to be coordinated. These include
the departments of the Commission, the member-States, regional civil society, private sector and research
organizations, among others.
Thus, given the immensity of the work and in an effort to ensure the speedy development of the CDP with the desired
effectiveness and efficiency, it is proposed to bolster up the Office of the Coordinator by recruiting consultants to fill the
following positions:
- Four (4) economist-statistician modellers;
- One (1) bilingual specialist in economic communication;
- One (1) webmaster;
- One (1) Administrative Assistant.

WEBMASTER: 1 POSITION

Specific Duties and Responsibilities:
The CDP Webmaster shall work under the supervision of the CDP Coordinator. The person shall:
• Assist the Office of the Coordinator and the Department of Macroeconomic Policies in all activities relative to
online publications and other documents of the Department;
• Manage servers of the Macro Department,
• Work with the ICC to post information on the CDP and the Macro Department, on the website of the
Commission;
• Regularly update the information on the CDP and the Macro Department on the website of the Commission;
• Regularly gather information on the Internet on the economic activities of the CDP, or economic activity
relating to regional integration and disseminate same within the ECOWAS Commission and more particularly,
at the Macro Department;
• Any other duties as may be required in the context of the CDP and the Office of the Commissioner in charge

Profile of the Webmaster
In terms of competence and experience, the CDP Webmaster shall:

• Possess a degree in computer science or communication at the minimum level of a Master or equivalent. A
higher qualification, a specialization or a training in graphic design would be an advantage;

• Demonstrate a relevant experience in creating and editing websites;
