The External Relations Directorate establishes appropriate cooperation links at the national, regional and international levels by creating synergies for integrated, coordinated and effective implementation of ECOWAS integration and development programmes.
This mandate revolves around two strategic directions:
- Consolidation of sustainable and appropriate links with Member States, particularly through the National Units, the Permanent Representatives in Abuja and the Special Representatives, with a view to mobilizing all human, material and financial resources necessary for the implementation of Community programmes;
- Promotion of partnerships and consolidation of synergies with development partners through a forward-looking resource mobilization and utilization policy intended to underpin the implementation of such programmes.
- The incumbent shall work in the Pool Fund under the supervision of the Head of Division of Resource Mobilisation and Coordination;
- He/She shall liaise between the ECOWAS Technical Departments/Directorates and development partners under the supervision of the Head of Division of Resource Mobilisation and Coordination;
- In specific terms, the Programme Officer shall ensure the timely production of technical and financial documents of projects/programmes (costs, reports, plans, budgets, etc);
- He/She shall ensure a regular monitoring of reports;
- He/She shall participate in the technical meetings of projects/programmes (identification, negotiations, monitoring/evaluation, procurements, etc);
- He/She shall monitor the process of implementation of activities of the pool fund (programming, procurements, disbursements, etc);
- He/She shall ensure the proper functioning and regular update of the coordination mechanism with the pool fund partners;
- He/She shall assist in the planning and preparation of the programme of activity of the Directorate of External Relations.
- A bachelor’s degree in Project Management, International Relations, Development Economics or related discipline;
- Five (5) years professional experience;
- Experience in the procedures of development partners and/or international organisations will be an added advantage;
- A good knowledge of financial procedures as well as the various financing mechanisms will also be appreciated;
- Ability to carry out multiple tasks concomitantly;
- Ability to work in a multicultural environment and under pressure;
- Good communication skills;
- Good knowledge of accounting;
- Computer knowledge.
Age
Candidates must not be over fifty (50) years of age at the point of recruitment and must be a citizen of one of the ECOWAS member states.
Languages
Must be fluent in one of the official languages of ECOWAS: English, French and Portuguese. A working knowledge of second official language would be an advantage.
