Salary: $80,000 – $83,000 (USD) + location supplement
Job PurposeTo develop and implement advocacy strategies to influence the United Nations in support of Oxfam’s
humanitarian campaigning. To ensure efficient and effective management of the New York office.

Key Responsibilities:

* Lobby UN officials and national missions; develop and maintain key relationships within the institution and missions.

* Develop, lead and implement Oxfam International advocacy strategies designed to influence the policies and practice of United Nations members and institutions.

* Facilitate high level of collaboration between member Oxfams on UN humanitarian advocacy.

* Represent Oxfam at lobbying and consultation meetings and conferences.

* Implement media strategies, give media interviews and speak publicly.

* Maintain a high level of expertise in humanitarian policy; lead humanitarian policy development on issues relevant to Oxfam advocacy and campaigns, and advise the Advocacy and Campaigns Director on sign-off for all relevant external campaign products and policy positions.

* Coordinate with Oxfam colleagues on the organisation’s response to humanitarian emergencies.

* Actively participate in NGO networks and advocacy alliances.

* Write briefing papers, media briefs, strategies, articles for publications, speeches, lobbying letters, plans.

* Develop and maintain relationships with a wide array of actors: executives and staff within UN institutions, officials in national missions, NGO colleagues including from the South, journalists.

* Manage the administrative, media and advocacy staff of the New York Office.

* Take responsibility for the efficient and effective operation of the New York Office within, and applying, Oxfam International standard policies, practices and procedures.

* Participate in and sometimes lead Oxfam International advocacy and campaigns teams as appropriate, including convening the policy/media team and participating in the humanitarian campaign management team.

* Participate in OI Secretariat Advocacy management and staff meetings and processes.
Key Competencies
* Advanced knowledge of humanitarian policy issues and the UN system.

* Ability to provide strong policy development and analysis on humanitarian issues and to provide strategic guidance on how best to influence the UN.

* Experience developing and implementing high impact advocacy strategies that integrate lobbying, research, media and other campaigning tools in order to influence governments and other decision-making bodies in the UN system.

* Experience managing a small team and office, including recruitment, performance management, and budget oversight.

* Strong people- and project-management skills with experience working in diverse alliances.

* Demonstrable experience effectively representing issues and institutions before high level decision-makers, colleagues, media and the general public; strong experience with direct lobbying.

* Strong interpersonal skills that include experience with mediation and consensus-building.

* Strong communications skills, including the ability to communicate effectively in writing.

* Experienced advocate and manager with humanitarian expertise.

* Sensitivity and empathy with different cultures.

* Languages: Fluency in English is essential. Additional language skills would be an advantage, in particular French and Spanish.

* Affinity with the aims and objectives of Oxfam International.
