Ecowas Commission Recruits for the Position of Chairman,Accra-Ghana(Internationally recruited position)

The Economic Community of West African States (ECOWAS) established the ECOWAS Regional Electricity Regulatory Authority (ERERA) to realize the West African Electricity Sector Regulation Project within the framework of the West African Power Pool.
For the effective functioning of ERERA’s activities, the Commission intends to recruit a competent and qualified person for the post of Chairman to steer the ERERA Regulatory Council.

Duties and Responsibilities

The Chairman is the Chief Executive of the ERERA Council. He represents ERERA in all civil procedures and institutes legal proceedings on its behalf.
 
The Chairman of the Regulatory Council is responsible, among other things, for:

  • Organizing, monitoring, coordinating and supervising all the activities of ERERA and its staff;
  • Preparing the agenda, convening and chairing the Regulatory Council meetings;
  • Authorizing and implementing the budget prepared by the ERERA Regulatory Council and approved by the Council of Ministers.
  • Ensuring the dissemination and publication of ERERA the Regulatory Council’s decisions on the regulation of cross-border electricity exchanges within ECOWAS and ensuring the day-to-day operation of the organization, and
  • Ensuring in collaboration with the Human Resource Directorate of the ECOWAS Commission, the recruitment of local staff for category G and P up to P4.

Qualifications/Experience/Skills

The candidate for the post of Chairman of the ERERA Council will be appointed on the basis of moral integrity, competence, and should have successfully held a management position in his previous functions.

a)    Degrees and Qualifications 

  • The candidate must hold a Degree in Electrical/Electromechanical Engineering or Masters in Law, Economics, Finance or equivalent.

b)    Experience: Candidates for this position must have:

  • No less than fifteen years professional experience, including ten (10) years in the energy sector, especially in electricity generation, transmission, distribution or sale; and/or regulation, law, economy and finance;
  • Good knowledge of institutional reforms and electricity sector regulation;
  • Good knowledge of energy policy issues, in particular electricity sector institutional reforms, as well as economic issues related to cross-border electricity exchanges and electricity market management (planning, tariff/pricing, competition, funding, etc.).
  • Candidates must have a good knowledge of Community institutions and mechanisms within the ECOWAS region, as well as proven experience in the area of electricity sector regulation in West Africa. Experience in international relations and negotiations will be an added advantage.

Must be fluent in one of the official languages of the Commission: English, French and Portuguese. A working knowledge of another would be an advantage.
