Job Purpose:
Working as an integral part of the HSSE & SP management system team the main objective of this position.
Dimensions:
The HSE MS Engineer position manages several aspects of the Majnoon HSSE&SP Control Framework including Manage HSE Plan, Manage internal/external HSE data reporting, HSE document control, manage Fountain Incident Management.
Position Description:
The HSE MS Engineer position covers a different set of roles and accountabilities depending on the role the individual occupies during his assignment in the HSSE MS team. The aim is that the HSE MS Engineer will cover all different roles over the period of the assignment to be able to fully manage the complete scope of HSE MS relates roles and accountabilities.
This will be achieved through effective behavioural changes, stakeholder involvement, key observation techniques, monitoring, reporting and enforcement of the adopted standards (e.g. the Shell Group HSSE &SP Control Framework, Life Saving Rules, other International standards & best practices).
HSE Planning
- Supports the development of the annual HSSE Improvement Plan
- Verifies that the Business and HSSE Function are delivering on the agreed HSSE Plan milestones
HSE Data Reporting
- Ensures HSSE data are reported to internal (e.g. Shell Group) and external (e.g. Ministry of Oil) on time according to the specific reporting standards
- Coaches and mentors staff and contractors on HSSE data reporting
HSE Incident Reporting
- Ensures the incident reporting process is implemented in Majnoon
- Coaches and mentors staff and contractors on incident reporting and the use of Fountaining Incident Reporting
HSE Communication
- Manages all CX HSSE related activities (e.g. design, Arabic translations)
- Coaches and mentors staff and contractors on communications standards e.g. through the QA/QC of document layout and Arabic translations
HSE Documentation
- Manages the document control process through document control system Assai
- Coach and mentor all staff in Majnoon field on the SIPD Management System and document control
Principal Accountabilities:
The HSE MS Engineer position covers a different set of accountabilities depending on the role the individual will occupy during his assignment. The aim is that the HSE MS Engineer will cover all different roles over the period of the assignment to be able to fully manage the complete scope of HSE MS relates roles and accountabilities.
HSE Planning
- Verifies on a monthly basis that the HSSE Improvement Plan deliverables are met by the HSSE Function and the Business
- Facilitates HSSE Plan reviews with different stakeholders (e.g. Iraq HSE Manager, Venture or individual Business level).
HSE Data Reporting
- Ensures HSSE data are reported to internal (e.g. Shell Group) and external (e.g. Ministry of Oil) on time according to the specific reporting standards using the relevant Shell IT systems (e.g. SERS, Business Objects).
HSE Incident Reporting
- As Fountain Gate Keeper ensures that all process deliverables are provided on time and in accordance with process requirements
- Facilitates all key incident reporting meetings (i.e. Fountain Open Action Meeting, Consequence Management Panel, Incident Review Panel).
HSE Communication
- Event management e.g. 6 Monthly HSSE&SP Workshop, monthly HSE contractor forum, annual safety day, other meetings & celebrations.
- Content focal point for the HSSE&SP Portal, web pages & apps
HSE Documentation
- Ensures all HSSE documentation are processed correctly and timely though Assai
- Maintains records/reports as per the team/company document control system
- Ability to work in a diverse environment in which cultural differences and conflicting objectives may compete for attention
- Be able to work with an international work force and provide training to more senior persons in the organization in a constructive and productive manner.
- Must be motivated and a self-starter and a “can do” attitude
- Promote the adoption and adherence to international HSE standards, performance and attitudes, and achievement of Shell HSSE&SP standards
- Ability to work with contractors working in a weak HSE culture environment, (may need to work with and develop red-banded contractors – as per HSE capability assessment and improve their HSE systems and people to meet minimum critical company requirements)
- Must be an individual with strong interpersonal skills and emotional stability
- Interfacing with both major & minor contractors providing services to the project
- Whilst a willingness to work in Majnoon field and visit work sites will be vital for this role it will primarily be office based. Therefore white collar skills will be essential.
- The role will be a 7 /7 day rotational back to back position
