ICT Manager, CARE-Kenya

We are seeking applications from experienced professionals to fill in the position of ICT Manager. The ICT Manager is responsible for ensuring the seamless availability of IT resources necessary for the Country Office (CO) to run efficiently.The main purpose of this position is to manage all aspects of Information and Communication Technology (ICT) of the CARE International Somalia under the supervision of the Program Support Director. The ICT Manager will maintain information technology strategies by managing staff; researching and implementing technological strategic solutions for the country office.Information Communications Technology covers computers, software, storage and audio-visual systems; which enable users to access, store, transmit, and manipulate information, as well as the networked equipment (LAN/WAN) that allows for intra- and inter-network communication via the local network or the Internet.

The position is based in Nairobi with 40% travel to the field offices in Somalia. The ideal candidate therefore must be willing and able to travel, sometimes on short notice, and work alone or in a team, under challenging environments

ROLES & RESPONSIBILITIES

The ICT manager is responsible for protecting computers, networks and data against threats, such as security breaches, computer viruses or attacks by cyber-criminals. S/he will work with CO management to comply with relevant CARE information and data security policies.

The ICT Manager has overall management responsibility for the supervision of ICT function to ensure that appropriate technical support is available for software, hardware and communications services. The ICT Manager will support proper budgeting for the acquisition and maintenance of equipment to staff and the functions of the CO and compliance with relevant CARE policies and guidelines.

Result Area 1: ICT Business and Governance – 40%

  • Review and maintain all the CO ICT Contracts and Service Level Agreements
  • Develop, monitor and implement the annual Country Office ICT Budget.
  • Design, create, test and implement new services to expand the availability, security and ease of the use of the network which may include:
  • Developing programme software to improve the ICT services to the CO.
  • Understanding network operations to be able to expand the ICT operations and administer the systems; in particular cross-site network access.
  • Understanding establishment backup requirements both on and off-site and procedures to prevent against data loss in a disaster recovery situation.
  • Coordinate priorities between the IT department and user departments; and
  • Review the adequacy and allocation of IT resources in terms of funding, personnel, equipment, and service levels.
  • Co-ordinate the disposal of non-functional equipment according to donor and organizational guidelines.

Result Area 2: ICT Business Systems & Support – 30%

  • Configuration, deployment and management of workstations, laptops, servers and peripheral equipment
  • Designing, setting up and configuring complex switching environments and complex wireless networks that support secured access and the ability to support voice and video applications.
  • Develop, research, test and ensure implementation of new technology to support ICT provision to the Country Office
  • Come up with the Country Office Equipment Replacement Plan and maintain an inventory of all CARE Somalia ICT equipment.
  • Manage and coordinate the operations of the ICT department, ensuring the ICT team offer timely response and efficient service to all CARE Somalia users.
  • Plan, schedule and coordinate hardware servicing and maintenance to all Computer Hardware and peripherals in the Country Office.
  • Manage all external repair work in line with the ICT policy
  • Liaise with supervisor in providing advice to Department Heads on appropriate hardware, upgrades and pricing for procurement and budgeting.
  • Ensure that the mission hardware purchase is appropriate and of high standard
  • Ensure that all software on CARE International equipment is licensed and keep records of licenses. Track licenses and support contracts to include notification of renewal time frame to management.
  • Managing the Country Office’s CCTV Surveillance System
  • Maintain network security through proper configuration of VPN concentrators, firewalls and a working Network Antivirus System; ensure all users are set up on the corporate antivirus which are setup to scan and update the antivirus daily

Result Area 3 – ICT Transformation – 15%

  • Oversee the development and maintenance of the ICT strategic IT plan.
  • Design multi-server environments including IP address schemes, DNS and WINS.
  • To maintain a comprehensive, up-to-date ICT asset register, ensuring that equipment is disposed off appropriately and in-line with the CARE Somalia equipment disposal policy.
  • Conduct frequent training on general use of common business applications and CARE International ICT systems where applicable.
  • To adopt a proactive approach and responsibility in providing ICT support, advice and one to one training to staff.
  • Play an advocacy role for the mission information systems.
  • Assessment of applications and technology; formulating and presenting solution options to various levels of management; influencing and advising on the equipment or software selection process; overseeing implementation of CARE ICT systems and key project deliverables.
  • Direct technological research by studying organization goals, strategies, practices, and user projects.
  • Recommend information technology strategies, policies, and procedures by evaluating organization outcomes; identifying problems; evaluating trends; anticipating requirements.

Result Area 4: ICT Communications and Collaborations – 15%

  • Establish Partnerships and collaboration with the CO departments, partners and collaborators.
  • Program / interface and development of business intelligence reports.
  • Act as a liaison between the organization and 3rd party ICT service providers
  • Oversee the design, maintenance and control of the Country Office’s website, online web portals and services.
  • Oversee the design and development of Country office Applications and automation; playing a key role in technical decision making on purchase and continuity.

QUALIFICATIONS

Education and Experience

  • Bachelor’s degree in Computer Science, Information Management Systems or its equivalent.
  • Masters in Computer Science or its equivalent will be an added advantage.
  • 5 years’ work experience in a similar role
  • Relevant networking certification(e.g. CCNA, CCNP, CCVP or VOIP Certification) )

Knowledge and Skills

  • Windows Environment Management and Administration i.e. of Windows Server 2012 or higher
  • Office365 Administration and operation including license management
  • User account maintenance and administration best practices
  • Excellent use of collaboration tools i.e. Zoom, Skype for Business and Microsoft Teams
  • Network security management i.e. LAN and Wireless security
  • Excellent communication skills – written and oral
  • Experience working with culturally diverse teams
  • Experience supporting geographically dispersed teams
  • Analytical and problem solving skills
  • Familiar with in-country ICT regulations
  • Experience managing 3rd party vendors
