CONSTRUCTION SITE ENGINEER

Reports to: Head of Facilities engineering
Location: Douala (Cameroon)
Purpose: Assist Head of Facilities engineering in construction supervision of onshore and offshore Facilities projects for PCC from concept through start-up and operational optimization and in all the various phases of the project management such as justification, design, contract management, construction, final installation and commissioning.

Accountabilities:
• Initiate, develop and execute new surface facilities projects, including development of workscope, contract management, material requisition, yard fabrication and relevant standards required for non destructive testing.
• Provide general technical and operational support to Operations and participate in design reviews, HAZOP and HAZID
• Integrate reviews on facilities field modifications and ensure facilities engineering standards are followed as part of Management of change process.
• Collaborate with partners on all field development and field improvement projects
• Participate in the full project life cycle from the Identify to the Operate phase following Shell standards
• Ensure that own actions plus those of contractors are conducted in accordance with the company Health Safety and Environment (HSE) management system.

Dimensions/Interface:

• PCC operates the Mokoko-Abana field and is an equal share partner in the TOTAL-operated Rio Del Rey field.
• Surface infrastructure includes two processing/compressor platforms and eleven producing satellite platforms (Golf of Mexico-type facilities) for Pecten-operated, 42 platforms in the Non Operated Venture (NOV) TOTAL fields and one storage tanker PERENCO 3rd party-operated that provides export capacity.

Interfaces: Service contractors, Partners, Shell Group.

Key challenges
• Meet all HSE, budget, schedule and quality requirements.
• Coordinate project development and execution in a brown field environment.

The Senior FMS will report to the Regional Manager for Financial Management (RMFM) and will be part of the regional financial management team. As an experienced staff member, she/he will perform the full range of duties with minimal supervision and works independently on complex problems, in terms of: meeting work-program targets (operational financial management for project preparation and supervision; fiduciary oversight; capacity-building and country-based fiduciary and development tasks, as well as ESW/AAA activities), assuring adequate quality, relevance and timeliness of inputs/outputs, as well as providing the necessary guidance and coaching to more junior members of the team.

Duties and Accountabilities

The specific duties and responsibilities of the Senior FMS will be agreed with the Manager and will include the following operational tasks:
 Provide substantive technical input into policy and strategic work in the field of FM – e.g. providing inputs to the CAS, etc. and for high visibility, politically sensitive projects.
 Assess the adequacy of the Borrower’s project financial management systems and their ability to manage and monitor World Bank financed projects. This includes budgeting, policies and procedures, internal controls, accounting, financial reporting and auditing;
 Carry out supervision work to ensure that projects financial management systems are functioning appropriately, including the periodic review of project financial management reports for financial performance;
 Provide advice and support to Borrower and the World Bank Task Teams on matters affecting financial management;
 Provide financial management guidance for the development of technical assistance programs and evaluate and monitor their implementation;
 Provide guidance and advice to borrowers and bank staff on capacity building in projects and with public sector accountability institutions.
 Working with other World Bank colleagues, play a leadership role in carrying out diagnostic work in the field of public and private sector financial management, formulating policy recommendations, and working with country authorities to implement agreed reforms
 Carry out the fiduciary aspects of new areas of business and provide relevant information on country specific issues to country units, sector staff and task teams on generic country specific financial management and disbursement issues
 Take a proactive role in working in and defining practice in the new areas of business and operational approaches– e.g. DPC, programmatic lending; sector wide programs involving donors jointly funding through the consolidated fund of Government, and decentralization to local governments; other financial management sector work e.g. anti-corruption, governance, new lending products.
 Develop strategies for harmonizing FM/disbursement approaches with other donors, playing a leading role in departmental or institutional task forces on developing and implementing policies and practices, fiduciary safeguards and the efficiency and effectiveness of business processes.

Selection Criteria

 Relevant degree plus membership of an internationally recognized professional accounting institute (CPA, CA or equivalent), with a minimum of 8 years of post-qualification experience. Given the strong public sector focus of this position, the qualifications at this level may be substituted to require an Advanced Degree in a relevant discipline (e.g. Public Sector Finance, etc.), together with relevant professional public sector experience. In these cases the requirement for a professionally licensed accounting qualification would be desirable not essential
 Knowledge of International Accounting Standards and International Standards on Auditing. Knowledge of current issues in FM, particularly relating to the public sector.
 Experience in designing and assessing internal control systems and procedures using internationally accepted control frameworks such as COCO.
 Strong experience in conducting fiduciary and PFM diagnostic and implementing reforms in this area. Ability to understand cross-cutting issues beyond FM/disbursement (e.g., procurement, governance, public sector management) at sector/country level.
 Experience in advising clients on the design and implementation of FM systems, including financial and management reports. Proven ability to conceptualize, design and implement FM capacity building initiatives.
 Experience in conducting audits, assessing auditor competence, and following up on issues raised by the audits.
 Experience in evaluating financial and project management reports and determining remedial actions to be taken by the Bank or borrower.
 Knowledge in the application of accounting, auditing and financial reporting systems and software packages. Good understanding of information systems and the application of new technology.
 Experience in financial statement analysis, their use in comparison with industry benchmarks and their application to particular circumstances.
 Ability to communicate effectively, in writing and orally, including situations requiring negotiation with Borrower representatives.

The United Nations Development Fund for Women (UNIFEM) is mandated by the UN General assembly:
  • To support innovative and catalytic programming that assists member states to advance women’s empowerment and gender equality in line with national, regional and global priorities.
  • To promote gender equality and women empowerment across the UN cooperation development system.

UNIFEM’s programme direction and results framework are spelled out in its global and regional strategic plan (2008-2011). This plan put emphasis on deepening UNIFEM’s support to countries to implement their commitment to gender equality and women human rights particularly in the areas of enhancing women’s economic security and rights, reducing the prevalence of violence against women and HIV and AIDS and promoting gender equality in democratic governance in stable and fragile states. The Strategic Plan also calls for greater alignment with and support to emerging UN regional coordination mechanisms.
UNIFEM relies on a wide range of partnerships in fulfilling its mandate. These include governments, intergovernmental organizations, civil society organizations (including women’s NGO and grassroots organizations and networks), academic and multilateral partners and faith based organizations. Its support is aligned with commitments to gender equality and women human rights as agreed in international and regional frameworks such as the MDG, the Beijing platform for action, CEDAW, the solemn declaration on Gender Equality in Africa and the protocol on Women Human Rights in the African People Charter.
UNIFEM established its presence in Cameroon in 2004. UNIFEM will capitalize on its position and successful experience to strengthen the partnerships with key national and regional stakeholders as well as donors to ensure the realization of women’s rights in Cameroon.
The goal of UNIFEM presence in Cameroon, during the life span of its Strategic Plan, is to ensure that gender equality and women’s empowerment are achieved, and women’s human rights are enforced. As such, the following areas have been identified as strategic areas for UNIFEM’s support:

  • Violence against women (VAW)
  • HIV/AIDS
  • Women’s Economic Empowerment

In order to strengthen its presence in Cameroon, UNIFEM seeks to recruit a Country Programme Manager (CPM). The Country Programme Manager will be a person with proven expertise in program development and implementation, project management, human and financial management, partnership building and resource mobilization- to guide, direct and oversee UNIFEM’s work in Cameroon.

Duties and Responsibilities

Under the overall guidance of the Regional Programme Director (RPD), the CPM will work in close collaboration with national and regional teams in ensuring the effective execution of UNIFEM’s mandate and responsibility for the advancement of gender equality and women’s human rights in Cameroon.  As such, the Country Programme Manager will be responsible for the following:
Strategic Policy Coordination , Partnerships and Representation:
  • Monitor trends and issues affecting women in the country and develop strategic responses to opportunities and challenges including the formulation and implementation of plans, strategies and activities in line with UNIFEM’s strategic plan 2008-2011.
  • Enhance UNIFEM’s participation in inter-agency and inter-governmental processes.  As such he/she will participate in heads of agency meetings as well as in consultation meetings with donors to ensure that the principles of Gender Equality and Women’s Empowerment are integrated in the UN and donors’ programs and resourced.
  • Ensure improved coordination and collaboration of the UN Country Team on Gender Equality.
  • Support synergies between actors working on the same issues at national levels, building on each one’s comparative advantage.
  • Position UNIFEM as the lead agency on gender equality
  • Provide leadership and quality oversight over the efforts to strengthen government institutions, especially the Ministry of Women, to implement national development strategies.
  • Develop strong partnerships with a wide range of constituencies, including NGOs and the Women’s Movement.

Donor Relations and Communications:

  • Strengthen donors’ confidence in UNIFEM. The CPM will lead UNIFEM’s efforts to ensure ongoing and substantive communication with current and potential donors.
  • Work in close partnership with donor agencies to ensure synergy or efforts in line with the Paris Declaration Principles.

Programme Management:

  • Provide close guidance and direction to ensure strategic focus, result orientation, effectiveness and efficiency in all aspects of UNIFEM’s operations and programs.
  • Monitor ongoing projects both substantively and financially to ensure efficient and timely delivery and realization of results.
  • Provide guidance and advice to the RPD on UNIFEM’s priorities.

  • Technical Expertise:  Gender analysis and mainstreaming in programming and implementation, knowledge of legal and policy frameworks on women’s rights/roles and analytical skills particularly in a post conflict environment and peace building.
  • Knowledge of Cameroon’s country reality, including challenges to gender equality and women’s empowerment.
  • Experience of having managed an organization dealing with gender equality and women’s empowerment is an advantage.
  • Experience working with UN joint programming frameworks and result-based management systems is a particular advantage.
  • Experience with international organizations, the UN system and women’s organizations is particularly desirable.
