Job Summary:
Learning Technical Manager: The Learning Technical Manager will be based out of Moroto and will report to the MEAL Specialist. As a part of the MEAL/Learning team they will support the MEAL Officer and Geospatial Visualization Officer and be responsible for all learning objectives and activities throughout the project. They will support the partner MEAL staff in achieving their learning objectives and aid in trainings and capacity building around learning as necessary. The Learning Technical Manager is expected to start a few months after project start-up and end a few months before project closeout to align with the project timeline.
Job Responsibilities:
MEAL coordination across the country program

  1. Lead the development and coordination of the learning objectives and activities for the DFSA program.
  2. Provide guidance and support to MEAL Officers, Geospatial Visualization Officer, and other staff as necessary in the use of MEAL tools, protocols, surveys and evaluation instruments to achieve learning objectives.
  3. Coordinate the integration of ICT4D in MEAL activities to optimize programmatic efficiency and effectiveness through data collection and management, and to take advantage of complementary efficiencies gained in program implementation.

Learning and Knowledge Management

  1. Coordinate the development of a program learning agenda for the DFSA with stakeholder buy-in that ensures the program and its partners continually learn for program improvement.
  2. Develop and guide implementation a comprehensive knowledge management plan that ensure effective capturing, storage and dissemination of project both tacit and explicit knowledge within DFSA
  3. Guide the generation of technical evidence base to address DFSA’s learning priorities by guiding the conduct of operations research, comprehensive literature reviews and qualitative data collection processes.
  4. Work with the MEAL specialist to facilitate annual review of DFSA’s theory of change and logical framework to ensure that learning and contextual changes are incorporated into project implementation.
  5. Work closely with MEAL specialist to establish of a program’s intranet comprising of a searchable knowledge database of emerging practices, tools, and reports for CRS and partner staff to access for learning and adaptive management.
  6. Develop and implement a broad set of tested knowledge management tools, models and approaches in line with knowledge management needs of DFSA program.
  7. Leverage and enhance the CRS’s existing internal knowledge management systems and platforms (e.g. the CRS SharePoint site) to upload and share information

Collaboration, representation and learning events

  1. Support in organizing internal collaboration events for staff and communities of practices to keep abreast of new developments and ensure key points of learning are identified and shared
  2. Participate in external collaboration and knowledge sharing meetings to ensure key learning is captured and disseminated across DFSA staff and partners
  3. Assess and develop strategic relationships with various stakeholders in the implementation areas such as government, donors, other NGOs and communities to facilitate knowledge sharing through meetings, conferences, field exchange visits, social media and other online forums
  4. Work with MEAL specialist to organize and document quarterly learning events between CRS and partner staff to jointly analyze and reflect on monitoring data in order to produce action items with assigned responsibilities.
  5. Contribute to the development and implementation of CRS Uganda’s country program learning agenda
  6. Promote and support regular review of project progress via Learning to Action Discussions (LADs) and stand-alone learning reflections.
  7. Support CRS Uganda in its institutional learning through the development of effective learning systems and processes.
  8. Lead PQ learning reflections for staff throughout the program as needs identified and based on project evaluations and special studies as outlined by project MEAL plans.

Documentation, Reporting, and Communication

  1. Facilitate sharing of good practices and lessons learned within CRS at the CP, regional and agency levels
  2. Guide project teams to document audience-specific learning products including journal articles, videos, case studies, success stories and disseminate these using various channels such as peer reviewed journal article, community meetings, and project’s intranet.
  3. Contribute to reviewing, editing and writing of key program reports for internal and external audience.
  4. Work with MEAL Specialty to guide evaluation and documentation of projects including gathering of qualitative information, success stories, case studies, lessons learned, and other relevant information, ensuring they are appropriately packaged, stored, and shared
  5. Lead project communication campaigns, including photos, email, and print to facilitate adoption of changes resulting prom project learning and theory of change.
  6. Work with CRS senior management to identify new audiences at the national, regional, and possibly international level, and create effective communication materials to engage these audiences

Typical Background, Experience & Requirements:
Education and Experience

  1. Master’s degree in one of the following: international development, international affairs relations, public affairs, social sciences, information systems, rural development or related field with an analytic focus (e.g. research, statistical and economic analysis)
  2. Six years’ experience working in a development setting preferably with an international NGO, with at least five years of experience working in MEAL and at least two years of experience as a supervisor; ICT4D experience would be an added advantage
  3. Proven ability to establish, maintain and use MEAL systems from project design to implementation (including work with results frameworks and theories of change) as well as building staff capacity to utilize systems.
  4. Knowledge of program quality standards, MEAL standards, Catholic Social Teaching and the justice lens preferred
  5. Experience in project design, project management and MEAL
  6. Capacity to work closely, understand and support local implementing partners
  7. Familiarity with M&E policies, procedures and priorities of USAID, DFID, UN agencies and Caritas agencies preferred
  8. Native level English written and oral communication skills
  9. Experience in staff development and partner capacity building required
  10. Experience in designing and overseeing the implementation of program evaluations and the use of evaluation findings to support program managers with adaptive management
  11. Detail-oriented and excellent time management skills
  12. Ability to meet deadlines and deliver required results in a timely and quality manner.
  13. Strong computer skills: Microsoft Suite (Word, Excel, Outlook, PowerPoint and Publisher), SPSS/STATA, ACCESS and Visual Basics

Required Travel: Extensive travels within Karamoja; 40-50% within DFSA implementation areas
