Chemonics in Malawi International Jobs for Quantification Advisors

Chemonics seeks two short-term to support the USAID Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) project in Malawi. The project works to enhance global commodity procurement and logistics,  strengthen in-country supply chain management systems, and improve the long-term global supply of health commodities. The quantification advisors will coordinate and support a national quantification exercise and build the capacity of national stakeholders in quantification of essential medicines and lab commodities. They will work in Lilongwe for an estimated two to three weeks, and the assignment will include a pre-trip period of remote preparation and post-trip period of report writing. Responsibilities Include:

  • Support the Ministry of Health and its partners to forecast commodity consumption for essential medicines and for family planning and reproductive health, malaria, tuberculosis, voluntary medical male circumcision, and laboratory commodities for the period 2017-2020
  • Conduct a remote pre-trip document review and develop a preliminary plan for the quantification
  • Conduct a funding gap analysis to determine the needed additional funding for procurement of the required commodities
  • Work with Malawi GHSC-PSM staff to determine the required data for the quantification, jointly review currently available data, and determine a plan to acquire missing data
  • Develop the quantification approach and draft tools to be used for the quantification based on available data and discussion with the Malawi GHSC-PSM team
  • Plan and conduct a quantification workshop with the support of GHSC-PSM staff
  • Facilitate breakout meetings with in-country stakeholders for the assigned commodity area to determine key forecasting assumptions
  • Update applicable forecasting databases as required
  • Draft a quantification report detailing the quantification process, key assumptions, and outputs of the quantification for the assigned commodity categories

Qualifications:

  • Bachelor’s degree in laboratory science, pharmacy, supply chain management, or public health required; master’s degree preferred
  • Minimum five years of relevant work experience supporting national quantifications for health commodities including essential medicines, reproductive health, family planning, malaria, HIV, tuberculosis, and laboratory commodities
  • Experience in quantifying for essential medicines and general laboratory commodities required
  • Proficiency in applying different quantification methodologies and using quantification software or tools (i.e., Excel, PipeLine, QuantiMed, and QuantTB) required
  • Strong data management and analysis skills required
  • Experience in facilitating workshops and building consensus with cooperating partners and stakeholders, especially government counterparts and other health implementing partners
  • Ability to mentor and support a team of specialists, enabling them to build their skills in quantification
  • Excellent interpersonal skills, with demonstrated diplomacy and the ability to communicate effectively in a cross-cultural environment
  • Demonstrated leadership, versatility, and integrity
  • Fluency in writing and speaking English required
