ICT Quality Assurance Specialist (UNDP) TOP URGENT

As part of the Office’s efforts to promote ‘Sudanization’, it has been decided to nationalize the position of Chief of ICT Unit.

In order to ensure a smooth transition and success to the ‘Sudanization programme’, it is important to create a temporary TA position for at least 6 months to serve as overall technical support and quality assurance to the ICT Unit to ensure compliance with corporate ICT standards.

Under the direct supervision of the Operations Manager and in close collaboration with the Chief of ICT Unit, the Information, Communications and Technology Quality Assurance Specialist is responsible for the following provision of Overall Quality Assurances of ICT Services/Infrastructure for UNDP SS; provision of VSAT set-up support for field offices and Government counterparts at the field office level; and provision of technical advice/training in setting up ICT audit trail and/or ICT Plans.

Duties and Responsibilities:

Overall quality assurances of the Information and Communications and Technology Services and Infrastructure in support to the smooth operations of the UNDP Southern Sudan Office.


Undertaking regular quality assurance spot-check of the telecommunications and information technology equipment and system and the complex networks consisting of Satellite Earth Stations, two way fixed and Mobile Radio Communications Systems, Digital Private Automatic Branch Exchanges (PABXs), Digital Tracking Systems, Routers, Digital Microwave Links, Rural Telephone Links, wired and wireless Local Area Networks, backup and Disaster Recovery Systems etc. to ensure full compliance with corporate ICT standards.


Provision of technical support and advice to Chief of ICT Unit on ICT areas/services that require improvement (including technical inputs required for finalization of 2009-2010 ICT Plans)


Support provided to Chief of ICT Unit in establishing ICT system audit trail.


Technical support provided to Chief of ICT Unit in establishing IT presence in the ten states of Southern Sudan, which includes but is not restricted to the establishment of VSAT in government counterpart offices, supporting the move of UNDP staff to government offices, setting up IT training for staff in government offices and recruiting UNVs who will be stationed in the government offices at the state level.


Provision of technical support in VSAT maintenance for field offices and government counterparts at field office level.


Design of advanced IT training to ICT Unit to ensure a fully functioning Unit that meets corporate ICT standards.


Performing other duties as necessary.

Requirements:



Excellent project management skills with track record of being ‘result-oriented’, ‘priority setting’ and ‘timeline’ management.


Excellent ICT skills with in-depth understanding of the UN and/or UNDP IT infrastructure.


Familiarity with VSAT and database management is strongly desired.


Ability to obtain information, demonstrated ability to apply good judgment in the context of assignments given


Proven ability to plan own work/targets and manage conflicting priorities.


Good communication (spoken and written) skills, including ability to explain and present communications technology related information/ requirements and prepare written documents/ communications in a clear and concise style.


Good interpersonal skills and ability to establish and maintain effective working relations with people in a multi cultural, multi ethnic environment with sensitivity and respect for diversity.


Advanced university degree (Masters) in Computer science, Information Technology or related fields.


CISCO training a plus.


Practical experience and minimum of 5 years of professional experience in the planning, installation, operation and maintenance of communications and IT networks and major ICT systems.


Out of this, at least 4 years should be at the CO level operations.


Prior relevant ICT experience in a post-crisis country a strong advantage.


VSAT installation/maintenance experience a plus.


Knowledge of the international public sector or UN ICT infrastructure an advantage.
