Main responsibilities
Under the authority of the Director-General of UNESCO and
the direct supervision of the Assistant Director-General for
Education (ADG/ED), and guided by the Institute’s Governing
Board’s general policy concerning the Institute’s programme
and budget, the Director shall, in close coordination with the
Director of the UNESCO Office in Dakar and the Regional
Office for Education (BREDA), conduct the business of the
Institute, plan, execute and report on its Programme.
He/she prepares the Institute’s Programme and Budget, in
accordance with the directives given by the General
Conference and the Governing Board, ensuring in particular:
(a) the promotion of ICT as a tool in ODL delivery to enhance
teacher performance, quality teaching and addressing teacher
stock and supply; and (b) that educational institutions in Africa
working in the areas of educational management, curriculum
development, teacher development policy and distance
education will have access to the latest research, development
and technology in these areas. The incumbent takes an active
part in seeking extrabudgetary resources.
The incumbent will provide leadership for the implementation
of the Institute’s Programme and Budget
as approved by the Institute’s Governing Board. Develop
activities to strengthen regional cooperation in the field of
teacher development policy in partnership with the Section
for Teacher Education, Division of Higher Education
(ED/HED/TED), the Regional Bureau for Education
(BREDA), academic establishments and for maintaining
close cooperation with the African Union Commission,
National authorities, United Nations agencies,
development banks, NGOs and bilateral organizations,
with a view to implementing, monitoring and evaluating
programmes in the area of teacher development policy and
the related Teacher Training Initiative in Sub-Saharan
Africa (TTISSA).
The incumbent will ensure contact with individual
specialists and centres of excellence worldwide, with a
view to enlisting their full involvement and promote a
programme of exchange of experiences, staff, students
and study programmes.
Within the delegated authority, he or she appoints and
supervises the Institute’s staff, manages staff performance
and promotes staff development and policy.
Qualifications and experience
�� Ph.D. or equivalent in the fields related to education:
education planning, education administration, training
curriculum design, education economics.
�� At least 10 to 12 years of relevant experience in education
issues in sub-Saharan African countries, in senior executive
position, with a minimum of 6 years at international level,
backed by several years of experience in teacher policy,
distance education, project planning and management and
research methods.
�� Mastery of African countries’ education issues mainly in the
field of teachers’ development, teachers’ stock and supply.
�� Experience in advocacy, resources and partnership
mobilization.
�� Experience in administration and management of
financial and human resources.
�� At least five years of United Nations System/UNESCO
experience would be an asset.
�� Good IT skills.
�� Excellent knowledge of written and spoken English or
French and good knowledge of the other language. A
knowledge of Spanish or Portuguese would be an asset.
Competencies
The successful candidate should be able to demonstrate the
following competencies:
�� Leadership, strategic planning and management ability
including capacity to administer extensive programme,
financial resources and exercise appropriate supervision and
control.
�� Provide intellectual leadership for the staff; lead and
motivate teams in a multicultural environment; ensure
continuous training and development of staff.
�� Ability to communicate effectively and persuasively both
orally and in writing.
�� Establish plans and priorities and implement them
effectively.
Terms and conditions
The post is at grade D-1 common to the United Nations system, with
a salary composed of base salary and post adjustment, which, at the
present dollar exchange rate, totals approximately US $150,770 (with
dependants) or US $139,360 (without dependants) per annum,
exempt from taxation. In addition, UNESCO offers an attractive
benefits package, including 30 days’ annual vacation, home travel,
education grant for dependent children, pension plan and medical
