The UNIFEM Regional Office for Eastern and Central Africa - Kenya Programme has received funds from the EU towards supporting gender equality in the context of HIV and AIDS.  The
overall objective of this programme is to ensure that gender equality and human rights are integrated into key policies, programmes and actions to address HIV and AIDS at the national level.
An opportunity has arisen for the position of Gender Advisor to provide technical guidance and support to networks of people living with HIV and AIDS. The post holder will be based at the National AIDS Control Council and will work in close collaboration with Networks of PLHIV

Duties and Responsibilities

  • To complement the gender equality programme at NACC with specific focus on the promotion of leadership and participation of HIV-positive organizations. The advisor will be expected to give particular attention to women organizations and women affected by HIV and AIDS in shaping the policies, programmes and resource allocations that address the HIV and AIDS epidemic.
  • To develop core capacities of national AIDS coordinating mechanisms to promote human rights and gender equality in the HIV and AIDS response.
  • He/she will be responsible for ensuring that implementation, monitoring and programme reporting are all carried out in accordance with National AIDS Control, UNIFEM and donor requirements.
  • He/she will have particular responsibility for providing capacity strengthening to key partners in peer support and behavior change methodologies.
  • Provide technical support to implementing partners  in particular national networks of PLHIV.
  • Draft reports on the progress of programme implementation.
  • Support monitoring and evaluation at country level.
  • Participate in managing the  proposed programme's  overall  budget;
Expected Outputs:
  • Capacity building workshops for National AIDS Control Council (NACC) including the secretariat and decentralized structures.
  • Online training tool to integrate gender equality principles in the national HIV and AIDS response.
  • Gender-responsive budgeting of HIV and AIDS resources/tools developed and disseminated.
  • Facilitate identification of capacity needs and development in relation to specific outputs expected from target organizations and promote networking and linkages amongst them.
  • Action plan for mainstreaming GIPA-related gender dimensions in line with KNASP 2009/10-2013/14.

Competencies

  • Understanding of gender mainstreaming processes in policies and programmes.
  • Self-motivated, well organized, collegial and able to work quickly and well under pressure both independently and as a member of a team. 
  • Excellent programme management skills.
  • Ability to prepare clear, concise and informative reports, correspondence and other written materials.
  • Good knowledge of proposal-writing and budgeting.
  • Experience in M&E.
  • Excellent interpersonal, organizational, writing and communication skills.
  • Ability to work in a team and to complete assignments with minimum supervision.
  • Excellent gender and governance analytical skills.
  • Ability to respond rapidly to the changing governance processes in Kenya and provide guidance to implementing partners.
  • Ability to prioritise, plan and coordinate work.
  • Resourcefulness, initiative, a high sense of responsibility and demonstrated capacity to work effectively, rapidly and accurately under pressure for extended periods and meet strict deadlines.
  • Calm disposition, and ability to work well with different implementing partners with varying competencies and capacities.
  • He/she must be computer and internet literate.
     

Required Skills and Experience

Experience:
  • Minimum of 3 to 5 years experience in HIV and AIDS programming including familiarity and experience with the National and HIV and AIDS Strategic Framework.
  • Experience in programme implementation at country level and/or work with PLHIV networks.
Education:
  • The successful candidate will be educated to  Masters level in social sciences.
Languages:
  • Excellent command of English and report writing skills are required. Knowledge of Kiswahili will be an added advantage.
