IFES ASIA JOBS: Country Director-Southeast Asia

Project Description:
IFES is seeking resumes from qualified candidates for the position of Country Director of an on-site technical
assistance project in Southeast Asia. This highly visible, field-based position, under the supervision of IFES/Washington, will include development and implementation of a technical assistance program in elections and democracy-building.
Job Responsibilities:
IFES requires a Chief of Party to be available as soon as possible to deploy to Southeast Asia to:

•Serve as the IFES in-country primary representative and on-site coordinator of programming with local and international actors;
•Oversee the implementation of the IFES program in country, evaluating strategies and activities on an ongoing basis to ensure maximum impact of IFES’ efforts;
•Maintain contacts and coordinate program activities with officials of election management bodies, key stakeholders, the international community and donors;
•Coordinate closely with consultants and field experts on project components as they develop;
•Ensure timely execution of project activities within the allocated budget;
•Ensure that donor-specified reporting requirements are met in coordination with program and grants/contracts staff.
•Provide expert technical advice on all aspects of the democracy and elections program including but not limited to election management body training, women’s leadership activities, election law reform, campaign finance reform and training, etc;
•Draft reports to HQ, donors and other stakeholders;
•Provide support to other IFES technical advisors;
•Perform other duties as needed.

Management
•Development of administrative, financial, and personnel policies and procedures for the IFES project.
•Recruitment, vetting, hiring, and orientation of new local staff.
•Hiring of technical consultants to conduct clearly specified tasks within the project’s scope of work in coordination with IFES/HQ.
•Overall responsibility for IT, security, and procurement needs.

Program Development

•Coordinate an outreach strategy to the international donor community in the country and, working closely with IFES/HQ, diversify funding sources for the project office.
•Develop proposals/concept papers for new activities that fall within IFES’ mission.
•Establish contacts and working relationships with local civil society organizations, with the objective of broadening IFES’ scope of activities.

Qualifications:

•Advanced degree in law or political science or international affairs preferred
•Minimum of ten years of experience in international development and program management
•Extensive field-based experience
•Experience with USAID Regulations and the implementation of USAID-funded project activities and experience in proposal writing, budgeting, and liaising with a variety of donors
•Demonstrated knowledge of one or more of the following areas: women’s rights issues, campaign finance, and election processes
•Experience in managing programs, especially in complex/high-risk environments
•Experience as an engaged interlocutor with relevant high-level actors
•Experience working in/on Southeast Asia issues desirable
