Basic Purpose:
Plans and executes learning and development initiatives that are aimed at increasing employee effectiveness across
 the Celtel Kenya operation. The principal focus of this position is to develop employee skills and capability and thereby contribute to the transformation of Celtel Kenya into a learning organization.

The duties performed are complex; the position holder is expected to provide innovative solutions to a range of difficult problems. Operates under general supervision.
Main Duties & Responsibilities:

Training Effectiveness
Plans training activities and ensures that they are delivered in an efficient manner that ensures quality outcomes and value for money:

* Develops an annual training and development plan, including the calendar and budget.

* Compiles a catalogue of approved training suppliers and shares with department heads for information.

* Together with procurement participates in Supplier selection process to ensure quality delivery of training.

* Compiles and publishes the training calendar and produce facilitation plans for each scheduled training event.

* Develops training modules and materials through research and in liaison with the departments concerned.

* Delivers training programs & Provide learner support where necessary

* Obtains feedback from learners and managers on the quality and impact of executed training programmes and prepares training evaluation and assessment reports.

* Maintains records of all training activities.

* Plans and runs induction programmes for and administers the 30, 60, 90 evaluation sessions.

* Organizes and executes the graduate management and internship programmes so as to ensure a consistent supply of first class future management talent.

Talent Management

Manages the personal development plan (PDP) process so as to ensure that employee skills gaps are identified, prioritised and addressed promptly and optimally

* Facilitate annual Talent Review Meetings for respective departments by 31st March of every year.

* Together with line managers put in place PDP's for all employees as per the TRM feedback sessions and potential rating of every employee by 30th April of every year.

* On a Quarterly basis conduct PDP reviews for respective departments and prepare status reports.

* From reviews conducted, identify relevant gaps and put in place appropriate PDP interventions in agreement with line managers on a quarterly basis.

* Facilitates the use of individual development plans to ensure that employee potential is identified, plans are put in place to ensure that such potential is actualized, by offering training and hands on support as required.

* Analyzes the outcomes of the performance management process and identifies skills gaps to be addressed through skills upgrading programmes.

* In consultation with key stakeholders, prioritizes learning needs.

* Develops monitors and updates overall development plans to bridge gaps between desired and present skills/competencies.

* Works closely with departmental representatives / staff to identify and execute development and learning programs


Performance Management
Implements organization improvement and performance excellence programmes:

* Facilitate the objective setting exercise and alignment of the business, departmental, team and individual objectives by the 31st of January every year.

* Monitor monthly departmental coaching's, prepare and provides status reports.

* On a monthly basis, identify arising performance gaps and together with the line managers put in place appropriate activities to enhance team performance.

* Coordinate the divisional annual performance wrap up by 31st of January every year.
Organizational Development
* Implement organizational culture change activities working in close liaison with the divisions as per the program laid out.

* Evaluate the impact of culture activities as per the program.

* Identify gaps as per desired outcome and put in place activities to reinforce positive cultural behavior.

* Conduct, analyze and produce reports on employee surveys to the management as and when required.

* Conducts employee surveys, identifies areas of concern and presents reports to management for action
Induction
* Put in place induction programs for all new employees joining the organization as and when required.

* Monitor the induction program for all new staff as per the induction checklist.

* Administer the 30/60/90 evaluation sessions as and when required.

* Produce reports after every 30/60/90 session.
Business Partnering

* Builds credibility with business partners by delivering learning solutions that meet their needs and yield outstanding results.

* Develops and maintains strong working relationships with business unit leaders and peers.

* Uses collaborative approach to developing solutions and programs, exercising appropriate influence for desired outcomes as needed.
Administrative Support
Provides administrative support to learning and development programmes:

* Manages training resources i.e. equipments, the learning centre and related logistics.

* Ensures compliance with the DIT regulations, including the payment of levies and claiming of due reimbursements.
Competencies & Qualifications:
Qualifications
* University degree or equivalent with minimum of 2 years experience in a Training/ L & D environment or 3 years experience in a HR Generalist role.

* Able to handle, prioritize, multiple projects simultaneously

* Able to handle high level of confidentiality and common sense regarding employee information

* IT literacy

* Able to operate in a performance driven organisation

* Fluent in English and able to articulate; able to express ideas and opinions
