Background


Social protection is a relatively new sector of work for UNICEF within the overall area of social policy.  Social protection refers to actions and interventions designed to mitigate the negative consequences of economic and social shocks and to enhance the social and economic participation of vulnerable and marginalized groups in society.  UNICEF has been actively engaged in social protection type activities through its work in Child Protection, Children Affected by AIDS and other areas, and has recently brought these various activities and approaches together into a unifying social protection framework in order to avoid overlap and fragmentation, and to strengthen underlying national systems in a coherent way.

At country level in ESAR, there has been a veritable explosion of interest in social protection over the last year, with UNICEF increasingly involved in social protection at all levels, from overall policy development and strategic engagement to program design, particularly in the area of social cash transfers. Research, advocacy and capacity building of partners in social protection are also becoming very important, and the technical assistance needs of country offices in social protection are rapidly expanding.

The Regional Office is playing an increasingly important role in providing technical assistance at the country level, as well as providing a conduit for the sharing of experiences in policy and programmatic work across the countries of the region.  However, the rapid increase in the volume of activities has outstripped the ability of the Regional Office to bring together and share, in a systematic fashion, this increasingly rich tapestry of experiences.

Purpose of assignment
Under the general supervision of the Regional Social Policy Advisor, the incumbent will: first, systematically bring together the experiences of the country offices of ESAR in social protection programming, with particular focus on social cash transfers, into a community of practice; and second, pursue a research agenda on social protection in the region, in order to link analysis with practice and policy.

Major duties and responsibilities1. Systematically bring together the experiences of the country offices of ESAR in social protection programming, with particular focus on social cash transfers, into a community of practice.
2. Produce a report analyzing the current status and progress of social cash transfer initiatives in ESAR, with particular focus on those interventions with UNICEF participation.
3. Develop a community of practice for sharing of regional experiences in social cash transfers
4. Provide technical assistance, as needed, to COs in different phases of social protection programming, with particular emphasis on social cash transfers.
5. Coordinate activities with the new global social policy community of practice which is currently being set up by HQ.

Working conditionsPosition is office-based, with frequent travel within the ESAR countries and occasionally out of Eastern and Southern Africa region.

Minimum qualificationsEducation:
Advanced degree in Economics or related social science.
Work Experience:
Minimum of eight years relevant work experience, incl. with social cash transfers, in terms of policy/program formulation, research, evaluation and/or implementation. Experience in Africa is desirable.
Languages:
Fluency in English and another UN language
