Appointment against this post is on a local basis. External candidates will be considered only when no suitable internal candidate from the duty station is identified. If an external candidate is selected, his/her appointment will be subject to a passing grade on the relevant entry-level examination at the duty station. The candidate is responsible for any travel expenses incurred in order to take the examination at the duty station. Must have passed the United Nations Administrative Support Assessment Test (ASAT) at Headquarters or an equivalent locally-administered test at Offices Away.

Responsibilities
This post is located in Recruitment and Mobility Unit (RMU), Human Resources Services Section, Division of Administration. Under the general guidance and supervision of the Chief, RMU, the incumbent will provide assistance in the recruitment of staff, Consultants, Individual Contractors' and Language, as well as Mobility programs. In addition, the incumbent:- Receives applications for vacancy announcements, undertakes preliminary screening and prepares acknowledgements; assembles files for submission to the selection committees. - Assists in the recruitment and administration of staff. - Prepares offers of appointment and all related actions. - Responds to general enquiries concerning employment opportunities, conditions of work, specific entitlements, etc. - Assists in ensuring that timely administrative support is provided to staff members. - Monitors contractual and administrative status of staff members; computes step on promotion/reclassification; prepares letters of appointment, reassignment letters and personnel actions. - Monitors and verifies annual Status Reports, requests for education grant, home leave and family visit, related travel, dependency allowance, rental subsidy, change in marital or administrative status, special and maternity leave. -Conducts and coordinates with the Services/Departments on separation of staff members. - Backs up other General Services staff of the Unit during absences. - Assists the Human Resources Officers in preparing the documentation for Special Service Agreement Contracts for the recruitment of Consultants and Individual Contractors. - Verifies that the documents submitted from the Departments and Offices are in accordance with the rules regarding Consultants and Individuals Contractors. - Creates a filing system for each recruitment case and keep it up-to-date.

QUALIFICATIONS


Education

High School or equivalent diploma is required. Additional coursework/training in HR-related procedures and processes highly desirable.

Work Experience
At least five (5) years of progressively responsible experience in Administration, Human Recources Mangement or related field. At least 2 years of experience in the field of human resources management within the UN system is required. Experience in IMIS and UN human resources policies, procedures and practices, required. Experience with the proceedings of the Central Review Bodies is an advantage.

Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English or French is required with working knowledge of the other is desirable.

Other Skills

Proficiency in computer applications including data-bases, spreadsheets and Intranet required. Good knowledge of Galaxy is an advantage.
