Responsibilities
UNEP's Division for Regional Coordination helps to implement UNEP's global programmes in the regions in line with its Programme of Work and with allocation of responsibility between Headquarters and Regional Offices. This position is located in the United Nations Environment Programme, Division for Regional Coordination at the Nairobi duty station. The Director will report to the UNEP Executive Director through the Deputy Executive Director. Within delegated authority the Director will be responsible for the following: 1. Contribute to the formulation and implementation of UNEP’s corporate strategies and policies in line with UNEP’s Medium-term Strategy; Play a key role in the implementation of UNEP’s approach towards strengthening its capacity in the regions through the Strategic Presence Model. 2. Formulate the substantive work programmes of the Division in line with the programme frameworks and projects developed to implement the Programmes of Work and with agreed roles and responsibilities as reflected in UNEP’s accountability framework. 3. Implement the substantive work programme of the Division by providing strategic direction to the Regional Offices and substantive units, determine priorities, allocate resources and ensure their timely delivery in cooperation and coordination with other UNEP divisions and offices. 4. Promote and coordinate UNEP’s participation in UN common programming processes, especially Common Country Assessments (CCAs) and United Nations Development Assistance Frameworks (UNDAFs). 5. Lead and manage the activities undertaken by the Division by overseeing the preparation, execution and monitoring of budgets, assigning and monitoring of performance parameters and critical indicators and other administrative tasks; Ensure that programmed activities are carried out in a timely fashion and coordinate work in the different areas both within the Division and other UNEP divisions and offices, and with other organizations of the United Nations System, donors and agencies as appropriate; Report to intergovernmental bodies on budget/programme performance or on programmatic/substantive issues, as appropriate. 6. Represent UNEP at international, regional, inter-agency meetings, seminars and conferences; Provide programmatic/substantive expertise and, when appropriate, hold political as well as programmatic/substantive and organizational discussions with representatives of other institutions; Chair meetings and seminars on substantive-related issues. 7. Direct and oversee UNEP’s relationship with stakeholders groups. 8. Ensure the activities of the Division are carried out in coordination with other UNEP divisions and Regional Offices, including developing joint initiatives and project in areas of common interest, within the framework of the UNDAFs. 9. Manage, guide, develop, encourage and train staff under his/her supervision. 10. Manage, oversee and assess the performance of Regional Directors, Regional Offices and other divisional staff. 11. Manage special initiatives and programmes as assigned by the Executive Director and contribute to building a coherent One UNEP Programme and countries activities. 12. In conjunction with Regional Directors, represent UNEP and its Executive Director in the regions.

• Professionalism: Good knowledge of environment and sustainable development issues; Proven ability to undertake strategic analysis; Proven success in overseeing the work of others and providing direction to staff; Experience in managing complex human resources, financial and administrative matters; • Client Orientation: Ability to identify clients’ needs and propose appropriate solutions as well as establish and maintain effective relationships with outside collaborators and other contacts, including representatives of Member States and the public. •Communication: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify and exhibits interest in having two-way communication; demonstrates openness in sharing information and keeping people informed. • Leadership: Strong managerial/leadership skills; proven record of building and managing teams and creating an enabling environment, including the ability to effectively lead, supervise, mentor, develop and evaluate staff and design training/skills enhancement initiatives to ensure effective transfer of knowledge/skills; tact in negotiating skills; provides leadership and takes responsibility for incorporating gender perspectives and ensuring the substantive work and commitment to the goal of achieving gender balance in staffing. • Judgement/Decision-making – Mature judgement and initiative; imagination, resourcefulness, energy and tact; proven ability to provide strategic direction and ensure an effective work structure to maximise productivity and achieve goals. • Managing Performance: Ability to establish priorities and to plan, coordinate and monitor work of others; ability to make timely decisions; ability to coach, mentor, motivate and develop staff and encourage good performance.


QUALIFICATIONS

Education
Advanced university degree (Master's Degree or equivalent) in social sciences, natural sciences, business administration or management, finance, law, economics, environmental management or related field. A first level university degree in combination with qualifying extensive relevant experience in the above fields may be accepted in lieu of the advanced university degree.

Work Experience
Over 15 years of progressively responsible experience in the field of environment and sustainable development required as well as profound management experience including human resources and financial management in multicultural organizations. Experience in strategy setting and implementation, international negotiations as well as programme and project planning and analyses required. Work experience in senior officer assignments in an international organization is highly desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Working knowledge of other United Nations languages an asset.

Other Skills
Knowledge of the UN System, inter-agency cooperation as well as diplomatic skills required. Comprehensive knowledge of UN policies, procedures and operations desirable.
