Oxfam Jobs West Africa : Drilling Team Leader

OXFAM PURPOSE: To work with others to find lasting solutions to poverty and suffering.
TEAM PURPOSE: To provide technical support to Oxfam GB's humanitarian response for the Sudanese Refugees and IDPs in Eastern Chad.
 
JOB PURPOSE: To coordinate and supervise drilling resources and processes in support of the programme and/or to provide support and advice in support of humanitarian programme delivery for Sudanese Refugees and IDPs in Chad, in projects that are to be implemented by the local counter part agency and operationally through Oxfam international.

Dimensions
  •  Provide capacity building for national and/or local drillers and support for local partner agency and other partners.
  • Providing input drilling the consultant and hydro-geologists on drilling operations and recommendations.
  •  Contribute to and influence drilling operational planning.
  • Supervising resources within drilling operations , which may include people , assets and materials.
  • Delegated authority to supervise junior staff and/or volunteers and delegated projects/purposes.
  • Problems vary and include a combination of routine and some complex.
  • Work pattern is a mixture of reactive and project work.
  • Required to make sound judgements regularly within agreed processes using a good understanding of the team and the facilities of the team.
  • Communication largely with internal staff, (including internationally) also with some external contacts / target audiences to support operational work.
  • Analysis and communication of some complex information at a simple level to a wide audience to promote and influence.

Key Responsibilities

  • To participate in (joint) assessments as to allowappropriate selection of areas of intervention.
  • To ensure in conjunction with health and community mobilisation teams that functioning hygiene committees are in place before initiating a drilling operation in selected communities. Thereafter, to facilitate committees to plan, implement, supervise, operate and monitor drilling activities
  • To actively address training needs in drilling of nationals and other international and local agencies involved in Public Health with an aim to develop their capacity to manage a drilling operation.
  • In conjunction with the technical coordinator and hydro-geologist, to facilitate water and hygiene committees in the selection of drilling sites and assuring sufficient community participation during preparatory work and the drilling operation. This includes opening access roads, preparing the mud pit, transporting building materials to the site, assisting during the operation in providing materials, cleaning the site, etc.
  • Overall responsibility for the drilling operation, borehole development, apron construction, on-site security and maintenance of equipment. Ensuring international quality standards agreed upon with the drilling consultant and the Technical coordinator or hydro-geologist are met both by the drilling team and Oxfam GB's partners during implementation.
  • To provide support to local actors, notably water and hygiene committees, responsible for operation of the public health facilities according to their key needs identified. This may include supporting the committees in maintaining a water point or directing them to spare parts outlets or agencies/ individuals or assisting them in finding solutions for repairing their hand pumps.
  • To provide information on process indicators. This will involve amongst others timely delivery of drilling team progress reports, drilling logs e.t.c.
  • To timely prepare supply requests for drilling materials to the logistician.
 Skills and Competence

 ·         Relevant technical qualification in civil construction or equivalent
 
·         Practical experience in borehole drilling, hand pump installation and apron construction as well as software aspects
·         Public health awareness, and able and committed to collaborate with multi-disciplinary team, especially the hygiene team
·         Good training skills
·         Good supervisory skills
·         Basic knowledge of process monitoring
·         Planning and reporting skills
·         Preferably experience in working in emergency/transition projects
·         Interpersonal and communication skills
·         Language skills, French and English essential
·         Understanding of Oxfam's purpose
·         Ability to work well under pressure and in response to changing needs.
·         Ability to travel and to work in difficult circumstances and basic condition.
