RTI International, Senior Finance

RTI International is seeking experienced Senior Finance and Grants Manager candidates for an upcoming USAID-funded, 5 year, $110 million comprehensive malaria control program covering 3 or more states in
Nigeria. The anticipated Scope of Work will (1) Support an integrated delivery and scale up of proven malaria interventions including insecticide treated bednets (ITNs), artemisinin-based combination therapies (ACTs), rapid diagnostic tests (RDTs), and intermittent preventive treatment to pregnant women (IPTp), (2) Strengthen management capacity of the State Ministry of Health and Local Government Area health personnel to provide planning and oversight of malaria interventions (3) Promote positive behaviors through behavior change communication (BCC) activities (4) Improve capacity of the focus states and the NMCP to monitor and evaluate malaria interventions.

Responsibilities:
• In charge of overall project financial management and control responsible for designing, awarding, and overseeing sub-grants to local NGOs.
• Develops, modifies and manages appropriate systems, procedures and reports for financial and grants management and administration which are cost effective, timely, have proper internal controls and comply with all applicable requirements of USAID, Government of Nigeria and RTI.
• Provides leadership, direction, and supervision to project finance, grants, and administrative support staff in the central office and regional offices;
• Overseas in coordination with key RTI staff in the management, monitoring (reviews), payments and reporting of subcontractors and sub-grantees in order to ensure appropriate implementation and compliance with the terms of the agreement;
• Oversees grants management process & subcontracts for local organizations, including the grant proposal tracking, review, and approval process
• Maintains financial management files for grants and ensures audit trail for all necessary grant documentation
• Ensures timely financial disbursements, compliance with grants financial management policies, monitors all grant expenses, provides regular updates on grant status
• Provides technical assistance as required to build capacity of local partners & grantees
• Works closely with COP, technical staff, pertinent RTI home office staff and appropriate USAID staff when necessary to ensure project resources are effectively and efficiently budgeted, analyzed, disbursed, monitored and reported in achieving project objectives and results. This will require developing proactive tools to measure and monitor project implementation while minimizing delays and problems;
• Coordinates and consolidates the projection of monthly, quarterly and annual expenditures and prepares pipeline estimates for the project, and provides COP and other RTI staff with appropriate financial reports to effectively perform their duties. This includes preparing other financial and cost accounting reports, operations and analysis as required by USAID and RTI home office.
• Coordinates and consolidates the projection of biweekly cash requirements, monitoring cash flow (including petty cash) and reconciles cash accounts in order to maintain appropriate cash balances. This also includes ensuring that the most cost effective and accountable banking services are in place;
• When necessary, work closely with key RTI staff, GON officials, contractors and USAID staff to ensure full compliance with local laws (i.e., taxes, shipping, customs, registration) while integrating with current systems and procedures;
• Performs other tasks as assigned by his/her supervisors from time to time.
Qualifications, Abilities and Skills
• Bachelor’s or advanced degree in Business Administration or Accountancy;
• Minimum of 9 years (with advanced degree) or 12 years (with bachelor’s degree) work experience in financial management and administration and grants management;
• Experience overseeing finance and grants for a USAID project or a related donor-funded project of a similar size and complexity is highly desirable;
• Proficiency in MS Excel, Word, PowerPoint and Access plus working knowledge of accounting and procurement software (particularly ACCPAC) is preferable;
• With excellent communication skills (written and oral) and computer literate;
• With an excellent track record of good interpersonal relationship, supervision, leadership and managerial skills within the organization and with partners;
• Results-oriented and team player and ability to follow guidelines and controls required of the position;
