Human Resource and Training Manager:

Key Responsibilities Key Responsibilities:
This is a Senior Management position.
The incumbent shall be reporting to the Director through the Deputy Director, Finance and Administration for effective organization and management of the Human Resource and Training function and more specifically discharge the following duties:



Formulating and implementing Human Resource strategies in line with the overall hospital strategies to improve staff productivity and performance.

Develop and implement effective human resource Policies and Procedures.

Develop effective career planning and succession programs as well as training strategies, tailored to enhance Human Resource Development, capacity building and industrial relations matters.

Guide and coordinate periodical staff appraisal in liaison with departmental and Divisional Heads.

Deal on a day to day basis with diverse Human Resource issues such as scheduling of meetings, employees’ welfare and benefits administration.

Manage staff issues, grievances and Union matters in accordance with the Hospital policies and Kenya Labour Laws.

Maintain and update the Human Resource Inventory System.Any other duties as may be allocated by the Director or Deputy Director, Administration & Finance.

Requirements for Appointment:



For appointment to this post the suitable candidate must:-



Be in possession of a Bachelors and a Masters degree in Human Resource Management or Business Administration.

In addition, he/she should be mature person with administrative, management experience and capability required for performing varied duties.

Have served as a Deputy Human Resource and Training Manager or senior comparable position in a large public institution for at least three (3) years.

Excellent Communication and Interpersonal skills.

Should have knowledge and experience in ISO Quality Management Systems.

Must be well versed in Information and Communication Technology.

National Administrative and Finance Officer

United Nations Office for Project Services seeks highly qualified individuals for the following position in The Mine Action Programme in Somalia project.

National Administrative and Finance Officer:



Under the general guidance and direction of the Project Manager of the Mine Action Somalia Project and the direct supervision of the Administrative Officer, the Administrative and Finance Specialist is responsible for maintaining the UNMAS’ accounts, supervision of the work of the Finance Section staff, and ensuring full implementation of the United Nations Financial Rules, Regulations and Instructions.



Duties:



Specifically, the Administrative and Finance Specialist will manage overall financial administration of the UNMAS’ accounts as follows:



Coordinate financial planning of activities related to Administration, Human Resources, Finance, Procurement, Logistics/Supply, Transport and Technical services in the programme and keep the UN Programme Manager updated on related information.

Responsible for supervision, management and monitoring of Atlas accounts and preparation of quarterly financial statements;

Act as Verifying Officer for all financial documentation in respect of the programme.

Liaise with other UN Agencies and external organizations on financial and administrative matters.

Represent the UNMAS and/or UNOPS in the UN inter-agency administrative bodies in Sudan, where appropriate, as may be requested by the Director of the MA Sector in Sudan/Programme Manager.

Provide advice and guidance to the Director of the MA Sector in Sudan/Programme Manager and information on any new developments in administrative and financial procedures.

Any other tasks requested by the Director of the MA Sector in Sudan/Programme Manager and/or Deputy Programme Manager.

Required:



A sound knowledge of UNOPS/UN financial rules and regulations within HR and procurement and previous experience in a similar job within a UN agency would be a distinct advantage.

Sound Computer skills, in particular MS Word, Excel, PowerPoint, FASS, Atlas and Imprest.

Able to live and work in a multi-national/multi-cultural environment.

Strong coordination and administration skills

Strong communication skills

Proven ability to motivate and manage an administrative and finance team to provide effective support to operations

Proficiency in written and spoken English.

Advanced university degree (Master's degree or equivalent) in accounting, business administration or finance or a recognized qualification in Accountancy.

A first level university degree with a combination of relevant academic qualifications and extensive experience in accounting, budget or finance may be accepted in lieu of the advanced university degree.

At least 5 years of progressively responsible experience in accounting and financial management, preferably in an international organization.

Practical experience in United Nations financial management procedures with special emphasis on planning, budgeting and financial management of mine action pogrammes is highly desirable.
