BACKGROUND
This evaluation aims at assessing what UN-Habitat has achieved so far in mainstreaming gender equality in its programmes, the appropriateness of its institutional arrangements, and strategic partnerships for gender equality.
UN-Habitat is the coordinating agency within the United Nations system for human settlements and focal point for coordinated implementation of the Habitat Agenda, as well as the human settlements chapter of Agenda 21, and the MDG Goal 7 Target 11 of significantly improving the lives of at least 100 million slum dwellers by the year 2020.
In 1991, UN-Habitat established the Women in Habitat Programme under the Community Development Programme. In 1996, a Gender Policy was adopted which was revised in 2002. The policy outlines gender mainstreaming in all UN-Habitat programmes both at the normative and operational level following two approaches: (a) supporting specific women programmes and (b) promoting gender mainstreaming. The Gender Policy Unit was established in 1997 to support implementation of the Gender Policy. In 1999, the Women in Habitat Programme and the Gender Policy Unit were merged to form the Gender Mainstreaming Unit (GMU). The GMU is responsible for coordinating gender mainstreaming into all UN-Habitat programmes and activities and to promote women’s empowerment in accordance with the relevant UN resolutions, as well as the strategy for gender mainstreaming in the UN system (CEB/2006/2).
The evaluation will cover the period from the previous evaluation in 2003 to date.
The Monitoring and Evaluation Unit will manage and coordinate the evaluation. The Monitoring and Evaluation Unit, which is organizationally placed under the Executive Director, is responsible for improving monitoring and evaluation systems and coordinating monitoring and evaluation activities of UN-Habitat. The Gender Mainstreaming Unit will support the Monitoring and Evaluation Unit on administrative issues and facilitate the work of the consultants as appropriate.
The Gender Equality Task Force, which includes representatives from all Divisions, will be utilized for the evaluation. Its members will review deliverables, and as such is expected to contribute to enhanced quality and relevance of the process. The MTSIP Steering Committee will be informed of the process, and will be invited to provide feedback to draft findings and recommendations. The donors will be invited to comment on inception and draft reports.
The evaluation will be guided by the United Nations Evaluation Group Norms and Standards.
RESPONSIBILITIES
It is anticipated that the evaluation will be done by a team of two consultants. The evaluation will focus on:
1. Actual progress made in the integration of gender perspectives in human settlements related policies, programmes, and projects of UN-Habitat, with reference to the Gender Policy (2002), the GC resolutions 19/16 (2003) and 20/5 (2005), and the Gender Equality Action Plan (2008).
2. The degree to which UN-Habitat has become more strategic and coherent in promoting gender equality and women’s empowerment.
3. The validity of the partnership strategy and practices in the area of gender equality and women’s empowerment.
4. The appropriateness of the institutional arrangements for gender equality, including the location of the Gender Mainstreaming Unit.
The degree to which recommendations from previous evaluations and reviews have been effectively implemented should be assessed.
The consultant(s) should produce the following deliverables:
1. Inception report - the inception report (maximum of 15 pages, excluding annexes), which includes proposed detailed methodology, assessment criteria/questions and work plan, among others.
2. Draft reports - the first draft report (not exceeding 45 pages, main report only), and based on comments made, a draft final report will be submitted.
3. Final report - the consultant(s) will have two weeks to incorporate the comments on the draft final report and send the final report. The final report should be accompanied with a brief presentation of key findings using Microsoft Power Point as well as a brief web statement.

Work Experience: At least seven years of experience is required:
- Extensive experience in programme, thematic and strategic evaluations;
- Experience in programmes related to gender equality and women’s empowerment;
- Experience in organizational reviews; and
- Experience and understanding of development trends in human settlements and urbanization is desirable.
Language: English and French are the working languages of the UN Secretariat. For this post fluency in English is required. Fluency in other UN languages is an advantage.
Other skills: Excellent facilitation and communication skills are desirable.

BACKGROUND
The United Nations Human Settlements Programme, UN-HABITAT, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The post is located in the Land, Tenure and Property Administration Section (LTPAS), Shelter Branch, UN-HABITAT.
The Land Tenure and Property Administration Section has the mandate within UN-HABITAT to develop normative approaches in regard to urban land, innovative residential tenures, affordable land management/administration systems, land related regulatory/legal frameworks and tools, particularly for women. The Section hosts the Secretariat of the Development Partners Group on Land (DPGL) also know and the land sector donor group in Kenya. The Group was officially launched in July 2003. The main objective of the Group is to support the Government of Kenya, through the Ministry of Lands, to formulate and implement its land policy reform. The incumbent will mainly support the efficient coordination of the Land sector donor group particularly in its implementation of the harmonisation, alignment and coordination in related land reform initiatives in Kenya.
RESPONSIBILITIES
Under the direct supervision of the Chief of the Land, Tenure and Property Administration Section, the incumbent will perform the following duties:
1. Support the land sector donor group of Kenya, as they work with the Government of Kenya in undertaking a wide range of activities such as the development of Land Information for Informal Settlements (LIIS), Land Information Management Systems (LIMS), pilot projects to improve the overall land system, as well as to address urban, peri-urban, rural and/or post conflict areas.
2. Provide advisory and technical support to development partners towards strengthening their capacity in contributing to land reforms in Kenya
3. Contribute to the development of land policy implementation approaches for the purpose of increasing security of tenure for the poor in Kenya.
4. Contribute towards the development of more appropriate regulatory and/or land legal frameworks for the poor.
5. Contribute towards research, and the evaluation and documentation of large scale land tools to deliver on the land reform process in Kenya, also for the medium to long term.
6. Contribute towards the supervision of contracted research, including evaluating, documenting and developing large scale land tools, and the development of new methodologies, also in areas where the candidate is not completely familiar, to deliver on the priorities identified in the Kenya land policy framework through the land reform support programme.
7. Contribute towards the development of improved implementation methodologies for large scale land tools in regard to grassroots and gender, and institutional issues identified by partners (e.g. development of benchmarks/indicators).
8. Handle partnerships, including with government departments, land sector donors, civil society and grassroots organizations, the private land sector, Humanitarian organizations, in Kenya.
9. Undertake technical activities within a political/institutional/land governance framework with related stakeholders/ partners.
10. Contribute towards the continuous updating of the capacities of key stakeholders on global trends and development in the land sector.
11. Liaise with development partners, non state actors, technical advisers, government staff and other key stakeholders in ensuring harmony and alignment of various activities and initiatives towards land reform implementation.
12. Assess project proposals, review existing programmes and Terms of References of consultants linked to the land sector in Kenya.
13. Any other work that may be necessary to support the implementation of the land policy in Kenya including to chair DPGL if need be.

Education

Work Experience
1. A minimum of seven years experience with at least two years of international exposure in the Developing World in undertaking development work related to 1) land management/land administration/land registry, 2) land information systems (LIS) in particular and GIS in general, 3) land law and policy development.
2. Experience in working with land departments in governments particularly on land reforms initiatives.
3. Experience in working with programme management and implementing LIS/GIS projects would be an advantage.
4. Experience in understanding both institutional and technical issues in the land sector. While this is not an operational technical assistance job, experience in institutional strengthening in the land sector would be an advantage.
5. Experience in working with governments in Sub-Sahara Africa would be an added advantage.
6. Knowledge of the Paris declaration on aid effectiveness and experience in multi-stakeholders coordination processes.
7. Knowledge of poor communities and land networks would be an advantage.
8. Knowledge of the land sector in regard to both urban and rural contexts would be an advantage.
9. Knowledge of the land sector issues at global and country level would be an advantage.
Language

RESPONSIBILITIES
The UN-HABITAT Somalia Programme is implementing projects in all three parts of Somalia for more than 25 years and is active in the areas of Local Governance, Land Management, Security of Tenure and GIS, Participatory Urban Planning and Management, Environmentally Sound Urban Infrastructure and Basic Service Delivery, Local Government Finance, Shelter Construction, Rehabilitation and Reconstruction.
This position is responsible for the management and supervision of the components in the area of Local Governance including Capacity Building, Environmentally Sound Urban Infrastructure and Basic Service Delivery, as well as Land Management, Security of Tenure and GIS, Participatory Urban Planning and Management and Local Government Finance. This includes technical assistance and programme coordination within the agency, with Joint Programme partners and the UN under the frameworks of the UN JPLG and the UN country programme for Somalia.
Within delegated authority, the Human Settlements Officer (HSO) will be responsible for the following duties related to the above listed components:
* Providing technical and management support in Human Settlements analysis, needs assessments and other activities, participating in advisory missions to carry out high level consultations and other activities aimed at development of human settlements policies, strategies and programmes.
* Development, implementation and evaluation of assigned programmes/ projects, monitors and analyzes programme/ project development and implementation, reviews relevant documents and reports, identifies problems and issues to be addressed and initiates corrective actions, liaises with relevant parties, ensures follow-up actions;
* Ensuring the effective and efficient execution of projects and programmes, within the limit of the allocated resources, by providing appropriate technical support to projects through project design, field visits, training and evaluation, coordination and monitoring activities related to the following areas: effective advocacy, monitoring and partnership, participatory urban planning, management and governance, land and housing, environmentally sound urban infrastructure and services and strengthened human settlements finance systems.
* Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
* Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.;

Education
Advanced university degree (Master’s degree or equivalent) in architecture, civil engineering, urban and regional planning, sociology, economics or physical sciences relevant to development and management of human settlements. A first level university degree in combination with relevant experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven years of progressive experience in human settlements projects and programmes at national level and at least two years of similar experience at the international level. Proven experience in human settlements development fields, projects/programme design and implementation with the UN or other international agencies is desirable. Experience in post-conflict environments required.
Language
Fluency in English and/or French, (both oral and written) is required; knowledge of another UN official language and/or Somali is an advantage.
Other skills

Detailed tasks are as follows:
A) General Management & Coordination
1. Inform the CTA and relevant Managers about changes in the political situation in the region and Somaliland that may impact on UN-HABITAT’s operations and the Joint Programme
2. Maintain communication and coordination with high-level representatives and the appropriate officials of local and central authorities, United Nations agencies and NGOs in Somaliland
3. Collaborate and coordinate with UN Heads of Agencies to ensure programmatic integration, and sharing of best practices and lessons learnt
4. Represent UN-HABITAT in meetings with the Government, the UN and other agencies
5. Supervise national staff and coordinate programme activities to ensure high performance and effective implementation of all activities

B) Programme Management
I. General
1. Coordinate and backstop the implementation of UN-HABITAT Programme Work Plans in the field and promote full national ownership
2. Coordinate the national staff inputs and integration of all different components of the UN-HABITAT Programme to create synergies and well coordinated implementation processes
3. Assess the effectiveness and impact of Programme actions through regular consultations with partners, field visits, analysis and preparation of reports
4. Coordinate and participate in the preparation of regional Work Plans, Terms of Reference for implementing partners, organization of seminars/workshops and prepare related correspondence
5. Coordinate Programme review and planning meetings with Somaliland authorities
6. Organize for adequate visibility and public awareness of Programme actions in collaboration with relevant staff
7. Provide advice on the strategic direction of the UN-HABITAT Programme and emerging opportunities in the region
8. Provide inputs and actively promote resource mobilization efforts, including the formulation of project proposals and concept notes
9. Assist the Senior Management in the preparation of progress reports for donors, partner organizations, government, and local authorities
II. Joint Programme on Local Governance & Decentralized Service Delivery
1. Act as Team Leader and provide technical guidance for the strategic direction and implementation of the Joint Programme on Local Governance and Decentralized Service Delivery (JPLG) in Somaliland
2. Represent the Joint Programme agencies (UN-HABITAT, UNDP, ILO, UNCDF and UNICEF) in meetings with Local and Central Government, civil society, the private sector, relevant international field missions, and be a key focal point for Somaliland stakeholders
3. Promote inter-agency coordination (‘One UN’) and ensure the representation of the Programme in key UN coordination bodies such as Clusters or Working Groups
4. Monitor overall Joint Programme implementation in Somaliland and propose improvements and changes as required
5. Ensure programme M&E system is in line with the national M&E; coordinate effective support to periodic evaluation activities, including data collection in support of M&E activities
6. In consultation with UN-HABITAT’s Senior Managers, provide technical guidance to other UN agency staff based in or visiting Somaliland for the implementation of the JPLG. This entails giving the overall strategic direction for discussions, and guiding approaches with regards to Somaliland partners at central, regional, and local level

The Human Settlements Officer (HSO) reports to UN-HABITAT’s Local Governance Programme Manager of the Joint Programme on Local Governance and Decentralized Service Delivery (UN JPLG) about the day to day operations and works closely with the Senior Management Team of the Somalia Programme.
RESPONSIBILITIES
The UN-HABITAT Somalia Programme is implementing projects in all three parts of Somalia for more than 25 years and is active in the areas of Local Governance, Land Management, Security of Tenure and GIS, Participatory Urban Planning and Management, Environmentally Sound Urban Infrastructure and Basic Service Delivery, Local Government Finance, Shelter Construction, Rehabilitation and Reconstruction.
Under the areas of Local Governance and Service Delivery, this position is responsible for the capacity building component of national and local governments and partners, as well as for technical assistance to interventions and programme coordination within the agency, the UN and with partners under the framework of the UN JPLG.

The present project also supports the Institutional development and Capacity building of UPA.
The objectives of the ongoing project are: (1) To develop and build the institutional capacity of the UPA and its branches to implement the NSP and 3GPP; (2) To improve the capacity of UPA to review, implement and monitor plans and, (3) to support the elaboration of all plans related to 3GPP.
RESPONSIBILITIES
Under the direct supervision of the PMO (for Egypt and Libya) and in overall coordination with the National Project Coordinator (NPC), the Finance & Administrative (F & A) Officer will be expected to provide administrative, Finance and HR related support to the UN-HABITAT’s Libya Programme. The F & A Officer will perform administrative, finance and HR functions for all the projects managed by the Libya Office be responsible for assisting the NPC and the Programme Management Officer in all aspects of work relating to these projects covering budgeting, personnel, finance, procurement, logistics. His/her duties and responsibilities shall include but not be restricted to the following:-
ADMINISTRATION
* On the basis of the work programme, set up and maintain the necessary databases and information systems to facilitate the preparation of budgets, financial reports, inventory, phone bills and staffing schedules;
* Assist with the setting up and maintenance of a personnel management system in the Libya Office, check and verify all proposed contractual agreements ensuring that administrative procedures and guidelines in issuing contracts are adhered to. Keep records of all issued contractual agreements contracts to monitor duration and required renewals and or terminations.
* Be responsible for the systematic review of office premises to ensure a good and secure working environment for all staff members. Undertakes all actions necessary to arrange cleaning services, ensures procurement, maintenance and repair of equipment and supplies, in accordance with budgetary plans and allocation.
* Keep the supervisor abreast of potential problem areas, identify and recommend solutions.
* Take full responsibility for maintaining all procurement and contractual databases including the contractor database, payments database and contract status database.
* Liaise with UNDP on staffing matters and any other Admin. requirements for staff.
* Prepares reports and correspondence on administrative matters.
HUMAN RESOURCES
* Follow all necessary UN procedures for the recruitment and contract extensions of national staff , national and International consultants, including the preparation of Terms of Reference, advertising of vacancies, checking and verification (for completeness) of all National and International recruitment documentation such as P11 and IMIS forms and participation in the work of recruitment and selection panels;
* Ensure Full compliance of HR activities with UN rules and regulations, UNHABITAT/UNDP policies, procedures and strategies; effective implementation of the internal controls, proper design and functioning of the HR management system.
* Liaise with HQ and UNDP Libya for issuing the international contracts, Medical insurance, staff entitlements, National recruitments and contract extensions authorizations to UNDP and all other related HR issues.
* Advise the various programme units regarding the status of their consultants’ contracts and extensions requirement.
LOGISTICS
* Recommend and prepare estimates on office premises, supplies and equipment requirements for budget preparation purposes. Assists in the establishment and maintenance of administrative services.
* Brief and assist arriving and departing staff on basic administrative procedures and requirements, (i.e., shipment and insurance of personal effects, liability claims, as well as in identification, arrangement and selection of staff housing).
* Review all contractual arrangements with suppliers of goods and services to ensure that the terms and conditions of all contracts are being adhered to by the suppliers of goods and services. Propose to the supervisor any changes that may be required.
* Liaise with Vendors such as (Mobile and landline Companies, House keeping company, Security company) for consistency and rendering efficient services to the office.
* Manage the annual physical inventory, prepare reports, including cost analysis and recommend replacement/disposal of equipment and supplies. Reconcile physical inventory data with office records to ensure inventory taken is complete, and identify discrepancies for corrective action. Prepare annual reports on subjects to HQs, submit to HQs (LPSB) to get their approval prior to selling or disposal.
FINANCE
* Liaise with the bank to assist in controlling and operating bank accounts in accordance with UN/UNHABITAT financial rules and regulations and local banking practices. Provide up-to-date information on the cash position or status of such accounts. Reconcile bank statements, keep abreast of all procedures and regulations regarding the maintenance of bank accounts, exchange and interest rates, etc.
* Ensure timely review of cash position for local accounts to ensure sufficient funds on hand for disbursements. Timely identification and recording of receipts for income application.
* Under the direction of the Programme Management Officer, take full responsibility for conducting daily cash counts, recording them in the finance DB and keeping financial records of expenditures by classifying and processing bills/receipts following established budget lines and accounting procedures.
* Check and consolidate financial reports from all offices within the unit and prepare project financial reports for submission to the NPC and the SHSO in consultation with the Programme Management Officer, advice of any discrepancy, inconsistency and inappropriate budget lines in financial reports.
* As required, prepare funds authorization requests to UN-HABITAT Headquarters, as appropriate.
* Calculate and Prepare the monthly payment authorization for the National consultants salaries and mission entitlements and verifying the related documents .
* Check related financial documents for accuracy and completion before forwarding them to PMO.
* Prepare certified English translations of financial correspondence and documents received in Arabic.
* Perform any other related tasks as required within the incumbent’s expertise.

The Technical Manager is required to support UPA and the National Project Coordinator (NC) in the technical management of all elements and components of the project. The Technical Manager will also be expected to provide quality technical assistance in fulfilling all objectives of the project.
RESPONSIBILITIES
The main objective of the post is to support UPA in the technical management of the entire project as well as in areas of agglomeration planning, urban master planning and detailed urban planning within the context of the 3GPP.
The Technical Manager will, under the supervision of the NC and in overall coordination with the Arab States Senior Human Settlement Officer from UN-HABITAT (SHSO), undertake the technical management of all project components and ensure that project objectives are fulfilled and delivered in a timely fashion in accordance with the tasks and activities outlined below:
1. Building the technical capacity of UPA for the preparation and implementation of the 3GPP including the development of specifications and approaches for urban planning and for evaluation of urban plans prepared and submitted by consultants;
2. Building the technical capacity of the UPA staff with regard to state of the art, sustainable and balanced urban and regional planning approaches;
3. Assist in the Development of 5 sector reports (population, housing, economy / employment, social facilities and settlement structure) on 3GPP plans;
4. Develop CITY PROFILE initially 5 cities based on the documents and data provided by the NCO’s and consultations with local stakeholders and public and private investors;
5. Integrate elements relating to informal housing policies into the 3GPP
6. Integrate elements relating to the establishment of an Urban Observatory within UPA.

Activities:
* Develop overall policy to guide the National Consulting Offices or Sub-contractors.
* Evaluate draft urban, detailed and layout plans prepared by the NCO’s
* or Urban Planning Agency (UPA) Sub-contractors
* Prepare technical reports for any planning subject requested on any city, settlement or special Zone.
* monitor and report on the progress of the 3GPP and involved NCOs and the UPA staff ,
* Assist in capacity building and training needs assessment and assist in the selection of staff to be trained abroad,
* reporting and information sharing,
* advice on GIS data specifications (data modelling) and the development of an information centre at UPA HQ linked to UPA branches,
* support, monitor and report on the GIS and Remote Sensing activities by the NCOs and the UPA staff,
* design and conduct training modules for NCO and UPA staff as required,
* ensure that spatially accurate base maps are used to form the foundation for GIS applications,
* advice on remote sensing specifications and image processing to obtain maps with reliable measurements, digital elevation models and other GIS data,
* support the GIS implementation by the NCOs and the UPA staff,
* Programme development and elaboration of new activities projects as needed.

1. Assist in Building up the technical capacity of UPA for the preparation and implementation of the 3GPP including the development of specifications and approaches for urban planning and for evaluation of urban plans prepared and submitted by consultants;
2. Assist in Building the technical capacity of the UPA staff with regard to state of the art, sustainable and balanced urban and regional planning approaches;
3. Assist in the Development of 5 sector reports (population, housing, economy / employment, social facilities and settlement structure) on 3GPP plans;
4. Assist in the timely and quality review of submitted regional, sub-regional and urban plans by National Consulting Offices.
5. Assist UPA in matters of GIS and remote sensing.
6. Integrate elements relating to the establishment of an Urban Observatory within UPA.
7. Support the development and implementation of new urban planning projects and programs in the Great Libyan Jamahiriya and any other urban planning related tasks requested by the National Project Coordinator.
Activities:
Under the supervision of the Technical Manager, the Senior Urban Planner-GIS Expert will undertake to:
* provide technical planning Support to the UPA within the general context of the 3rd Generation Planning Project.
* Attend planning and project related meetings with NCO’s and local UN Habitat Consultants if necessary
* Evaluate draft regional, sub-regional, urban as well as detailed Master and layout plans developed by the NCO’s or Sub contractors; including analysis and spatial development alternatives.
* Support the implementation of National Spatial Policy (NSP) and development of Specifications and approaches for Urban Planning-Urban Development.
* Prepare technical reports for any planning subject requested on any city, settlement or special
Zone.
* Assist in capacity building and training needs assessment if necessary.
* - Advice on GIS data specifications (data modelling) and the development of an information centre at UPA HQ linked to UPA branches,
* Advice on remote sensing specifications and image processing to obtain maps with reliable
Measurements, digital elevation models and other GIS data,
* Support the GIS implementation by the NCOs and the UPA staff,
* Prepare comprehensive report covering duration of SSA.
* Any other related or relevant planning task requested by the Technical Manager.

QUALIFICATIONS
Education An advanced degree in urban planning, regional planning or town and country planning with GIS Experience or other relevant field of studies
Work Experience: A minimum of 5 years professional experience in national and international planning institutions. Experience with the UN system and values would be a strong asset. Experience in the Arab world would be a distinct advantage
Language: Fluency in written and spoken English. Good knowledge (spoken, reading) of Arabic would be a strong advantage.
Other skills: Practical experience and operational skills in Spatial Planning and all its related fields

BACKGROUND
The United Nations Human Settlements Programme, UN-Habitat, is the United Nations agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all.
UN-HABITAT helps the urban poor by transforming cities into safer, healthier, greener places with better opportunities where everyone can live with dignity. These positions work with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development. The Post is Located in Phnom Penh, Cambodia, under the United Nations agency for Human Settlements.
The Habitat Programme Manager (HPM) is accountable to the Director of the Regional Office, coordinates with the UN Resident Coordinator and works in close collaboration with the Chief Technical Advisor (CTA) should there be needed in the country. Supervision of the work performed by the HPM is provided by the RTCD Regional Office.
The focus of this post is on normative/substantive and operational responsibilities through active participation in activities at the country level, aligned with UN-HABITAT’s mandate, objectives, focus areas and expected results. The HPM may be responsible for a single substantive project in a country, or be responsible for the overall management, coordination, monitoring and evaluation of all programmes and projects implemented by UN-HABITAT within a country.
Responsibilities: Under the supervision of the Human Settlements Officer, Regional Office, Asia Pacific, the UN-Habitat Programme Manager (HPM) will be responsible to promote viz à viz the Government of Cambodia, especially the Ministry of Land Management, Urban Planning and Construction (MLMUPC), Ministry of Interior (MOI) and other appropriate organizations, the UN Development Assistance Framework. The HPM will be part of the UN Country Team in Cambodia, working closely with a wide variety of local, national and international partners to implement the Habitat Agenda by:
1. UN-HABITAT Representation: participation in UN system activities and other coordinated initiatives: The HPM will participate actively in the United Nations Country Team (UNCT) activities, and UN common strategic planning through his/her active involvement in the United Nations Development Assistance Framework (UNDAF) and the preparation and implementation of poverty reduction programmes. Activities would include, inter alia:
* Formulation and updating of the Habitat Country Programme Document (HCPD)
* Formulation, updating or progress assessment, provision of inputs to the Common Community Assessment (CCA) and Country Strategy Note, on shelter and human settlements development, good governance, the urban sector, and related issues;
* Provide a programmatic link with United Nations’ poverty reduction and governance programme
* Negotiate with focal Ministry to get the Habitat Agenda issues prominently in their government’s national development plan, so that development assistance including Common Community Assessment (CCA) and UNDAF will include shelter development and urban sector as their areas for focus;
* Undertake negotiations to promote the inclusion of the urban and shelter chapters within the Poverty Reduction Strategy Paper (PRSP) and other mechanisms for development funding and debt reduction and to provide inputs accordingly;
* Participate in the preparation of the Consolidated Appeal Process (CAP) providing inputs that stress the linkage between emergency, recovery and development issues in the human settlement sector;
* Participate in the country activities related to the Millennium Goal to eradicate abject poverty through the “Cities Without Slums” target.
2. Habitat Agenda and Global Campaign:
* Serve as in-country liaison officer for UN-HABITAT, particularly with reference to implementation of the Habitat Agenda and advocacy of the norms and principles of the UN-HABITAT World Urban Campaign.
* Provide liaison between the national Habitat Focal Point, the National Committee for Implementation of the Habitat Agenda, UN-HABITAT (the UN organization appointed as the focal point for regular review of implementation progress) and UNDP.
3. Project and Programme identification:
* Together with the country Human Settlements Officer assist with the identification of Programmes or Projects related to the urban sector, good urban governance and urban management, shelter, slum upgrading, rural-urban linkages and local economic development. Prepare briefing notes. Draft Terms of Reference for Programmes/Projects design;
* Identify specific requests (policy, technical and information assistance) from key governments and Habitat partners and pass on to UN-HABITAT Headquarters and/or Regional Office;
* Strengthen liaison and communication between on-going UN-HABITAT supported Programmes/Projects, UNDP, government and other national partners, and the UN-HABITAT regional office;
* Coordinate the agenda and support all visiting UN-HABITAT and associated missions. Follow-up actions recommended or agreed during visiting missions;
* Follow-up with Programmes and Projects to ensure that reports and records are of the required standard and are prepared and submitted in time;
* Assist, where necessary, UN-HABITAT supported Programmes/Projects with recruitment and procurement.
4. Liaison with UN-HABITAT partners:
* Strengthen linkages and information flow between UN-HABITAT and local partners and correspondents through representation, liaison, networking, and attendance at meetings. Provide adequate and informed feedback to UN-HABITAT Regional Office;
* Represent Habitat in international, regional, and national workshops and conferences hosted in by the country. Provide adequate and relevant information feedback to UN-HABITAT Regional Office and Headquarters.
5. Knowledge management and information dissemination:
* Where appropriate, play a co-ordination role for urban sector, by liaising, governments, donors and programmes active in urban sector and link with the Cambodian Urban Forum, Slum Upgrading Forum and any other relevant platforms;
* Disseminate information including the Campaign materials, Habitat publications and global commitments and decisions on human settlements issues conjunction with the Information Office;
* Coordinate and provide information and materials for partners to organize the World Habitat Day event and participate in World Urban Forums.
Work implies frequent interaction with the following: national counterparts, UNDP country offices and other UN agencies, a Project Management Officer, a Programme Assistant and if applicable a Chief Technical Advisor, Human Settlement Officers, Programme Management Officers, Branch/ Regional Managers, Programme Support Division and other units at Headquarters.
Results Expected: Preparation and implementation of poverty reduction programmes and programme documents such as Habitat Country Programme Document, and the inclusion of Habitat interventions in the UN Development Assistance Framework (UNDAF) of human settlements policies, related to the urban sector good urban governance and urban management, shelter, slum upgrading, urban environment, sanitation, and potable water, rural urban linkages and local economic development.

Qualifications:
Education: Advanced university degree in architecture, urban planning or any other social science fields (engineering, geography, urban/ municipal planning, public and business administration). Possession of a relevant post graduate qualification will be an advantage.
Experience: Five years of field experience in formulation and implementation of human settlement programmes and projects.
Language: Fluency in English as well as the national language of the respective country (both oral and written) is required. Knowledge of another UN official language is an advantage
Other skills: Proficient in Database Management, Word, Excel, Email (Lotus Notes), Internet and preferably programme management applications.
