1. JOB PURPOSE
To strategically direct and oversee the successful implementation of the QUASAR Project and to be the main contact on the project with United States Agency for International Development (USAID).
2. KEY TASKS
1. To manage the implementation and ensure the ongoing effectiveness of the QUASAR project ensuring the coordination and timely implementation of the various initiatives.
2. To have overall responsibility for all financial aspects of the project.
3. To ensure ongoing assessment and evaluation of projects - initial, mid-term and end of project reviews, including:.
a) To oversee the expansion of access to high quality family planning, including Long Acting and Permanent Methods in a comprehensive reproductive health setting, with a gender based focus on young people.
b) To monitor the development and expansion of methods of community outreach to enable new client groups to access family planning and a wider spread of methods.
c) To ensure the roll out of a client-focused clinical data management system.
d) To deliver increased sustainability by driving cost effectiveness and capturing new channels of funding.
e) To ensure south to south collaboration focussing on South Asia and Africa.
4. To ensure the effective provision by the Technical Adviser of appropriate tools that promote the use of family planning services in USAID priority countries to the ROs and Member Associations e.g. protocols and guidelines, tools used for value clarification, action plan development, assessments, surveys, Quality of Care control, presentation of results, etc.
5. To ensure collaboration between Central Office (CO), Regional Offices (ROs), Member Associations and partners to achieve the projects goals.
6. To support ROs in the provision of appropriate support on the QUASAR project to Member Associations.
7. To liaise with USAID counterparts.
8. To initiate and oversee meetings with stakeholders, i.e. CO colleagues, RO colleagues, Member Association staff, partners, collaborating technical agencies and USAID.
9. To write or finalize a range of reports e.g. project reviews, reports to USAID, Governing Council, stakeholders and partners. To draft and finalise reports for media in conjunction with the Head of Advocacy and Communications.
10. To ensure knowledge sharing and learning by supporting the ROs and Member Associations in the revision of work plans and strategies that take into account previous years’ successes and challenges.
11. To conduct occasional training sessions / give presentations as required.
12. To build and maintain positive relationships with all members of staff, and contacts within and outside the Federation.
13. To become familiar with the Federation’s Health and Safety Programme and Guidelines for using Visual Display Units. To do everything possible to ensure a healthy and safe working environment, including following instructions and guidance
14. To undertake any other reasonable duties as may be requested from time to time.

a) staff responsibilities carried out by the job holder.
Responsible for the staff management of the QUASAR project team, approx. six staff.
b) financial responsibilities carried out by the job holder. To be responsible, together with the Financial Management Specialist and Director of Operations for a budget of $46 million expended to end 2014.
c) advisory responsibilities carried out by the job holder. To advise the Director of Operations and QUASAR team, CO and RO colleagues, and stakeholders on all aspects of the project.
4. EDUCATION & QUALIFICATIONS Masters degree in a social science related subject or equivalent standard of education.
5. PROVEN ABILITY Significant exposure in programme management on sexual and reproductive health in developing countries. To include significant experience in programme implementation and improving organizational effectiveness in the arena of international reproductive health. To include advanced application in the staff management of multi disciplinary teams. Experience working with USAID preferred. Experience of managing a multi country project essential .
6. SKILLS Excellent interpersonal skills. Ability to influence and persuade others. Excellent verbal communication skills – the ability to present, train and coach staff. Excellent staff and team management skills. Strong leadership skills to consistently engage stakeholders. Excellent written communication skills. Strong research and analytical skills. Excellent project management skills. Excellent budget management skills. Excellent time management skills to meet tight deadlines. Ability to work independently and as a team member. Fluent English essential. French desirable. Excellent IT skills.
